The Oregon State Police is urging visitors to the Sauvie Island Wildlife Area (SIWA) to consume intoxicants responsibly. This is a result of numerous DUII/BUII complaints and arrests over the past several weekends. Additionally there has been parking issues and car break-ins.
OSP urges visitors to not park on the roadways in SIWA which has been a reoccurring problem. At times cars are completely blocking the roadways and they are being towed (emergency vehicles cannot access SIWA). Additionally, leave valuables at home or if they are in your vehicle, hide them from plain sight.
OSP and its partners are continuing joint enforcement efforts on SIWA, surrounding areas to include the waterways. The following is an example of those enforcement efforts which involved a saturation patrol from June 24 to June 26:
OSP was assisted in the operation by the Columbia County Sheriff's Office (CCSO). The saturation was run in conjunction with Operation Dry Water a National weekend of boating under the influence awareness, education and enforcement effort. Fish and Wildlife Troopers and CCSO patrolled the waters around Sauvie Island. As a result of the operation one person was cited for Boating Under the Influence of Intoxicants (BUII) and Nine persons were cited and/or arrested for Driving Under the Influence of Intoxicants (DUII). Multiple warnings and citations were issued for boating related violations and multiple parking and traffic citations were also issued.
* One boater was found by CCSO to be BUII and was arrested and transported to the DUII Mobile Processing Center where subject provided a breath sample at .04% BAC. A urine sample was also collected for analysis. The boat operator was cited for BUII.
* An OSP Saint Helens F&W Trooper observed a vehicle being operated near Collins beach with a small child unsecured and bouncing around. A traffic stop was conducted and the driver presented indicators of impairment due to marijuana use. The driver was subsequently arrested and booked into the Columbia County Jail for DUII. Additional charges will be referred to the D.A.'s Office.
* An OSP Saint Helens Patrol Trooper stopped a vehicle for a traffic violation and observed the driver was impaired to a noticeable and perceptible degree. The driver was subsequently arrested, and later booked into the Columbia County jail for DUII and Reckless Driving.
* An OSP Saint Helens F&W Trooper observed a vehicle failing to drive with a lane of travel and conducted a traffic stop near Walton Beach. The driver presented indicators of impairment. The driver was arrested and provided a breath sample of .11% BAC. The driver was booked into the Columbia County Jail for DUII.
* An OSP Saint Helens Patrol Sergeant stopped a vehicle coming from the SIWA beaches for failing to drive within lane. The driver was subsequently arrested, refused to provide a breath sample and a search warrant was secured for the driver's breath and blood. The driver provided a breath sample at .17% BAC nearly 3 hours after the time of stop. It was the driver's third DUII arrest and he was cited for Fail to Install Ignition Interlock Device, Fail to Drive Within Lane, Refuse to Submit to Breath Test, DUII, Reckless Driving, and Reckless Endangering.
* An OSP Saint Helens Patrol Trooper conducted a traffic stop on a vehicle near Collins Beach. The driver was arrested and provided a breath sample at .11% BAC. The driver was cited for MIP -- Alcohol, Following Too Closely, Driving Uninsured, No Operator's License, DUII, Reckless Driving, and Reckless Endangering. The driver was released to his mother.
* An OSP Saint Helens Patrol Trooper conducted a traffic stop on a vehicle for following too closely. The driver was arrested for DUII and provided a breath sample of .14% BAC. The driver was cited and released.
* An OSP Saint Helens F&W Trooper and an OSP Astoria F&W Sergeant observed a vehicle near Walton Beach after closure hours (The SIWA closes at 10:00 PM). It was discovered two teenagers were smoking marijuana. One individual was cited for MIP-Marijuana and parents were summoned to pick them up.
* An OSP Saint Helens F&W Trooper observed an individual selling Jell-O shots to beach goers. The suspect salesman carried two coolers and loudly advertised the 100 proof Vodka shots for sale. The Trooper saw the suspect sell shots to beach goers and summoned two other F&W Troopers to the area. A Trooper interviewed the suspect who admitted his crimes. Both coolers with the remaining Jell-O shots and $117 dollars of sale proceeds were seized as evidence. The suspect was cited for SIWA Day Use Violation- Selling Goods and Sale of Alcohol without a License and released. Investigation revealed the suspect had also sold the Jell-O shots to minors and an additional charge of Furnishing Alcohol to a Minor will be considered.

The Trooper conducted a traffic stop on the vehicle and the driver was disoriented. The driver was arrested for DUII and provided a breath sample of .21% BAC.
