On Saturday, June 3, 2017, at about 11:22 a.m., Troopers from the Oregon State Police-Pendleton Area Command responded to a reported vehicle versus pedestrian crash on Highway 395, near milepost 14B. Initial reports to Oregon State police dispatch were that a male adult jumped into traffic and was struck by a vehicle.

Preliminary investigation revealed a white 2014 Ford Edge operated by Kelly Rae FLANAGAN, age 46, of Halfway, was traveling southbound when Bradley Deshawn MCMANN, age 23, of Pendleton, jumped in front of her vehicle. FLANAGAN was unable to avoid a collision and struck MCMANN. Following the collision, bystanders performed CPR on MCMANN and he was pronounced deceased at the scene.
