OSP Arrests Wanted Fugitive in Vehicle Reported Stolen as it Warmed Up in SE Salem Driveway (Photo)

Oregon State Police (OSP) arrested a wanted fugitive Tuesday afternoon in a stolen vehicle along Interstate 205 in the West Linn area. The vehicle was reported stolen earlier in the morning as it was left unattended warming up at a Marion County residence.

On December 10, 2013 at approximately 2:20 p.m., an OSP sergeant patrolling northbound on Interstate 205 near milepost 6 ran a wants check on a moving red 2004 Hyundai Elantra four-door displaying Oregon license plates. As the Hyundai quickly pulled into the northbound viewpoint area near milepost 7, OSP got a hit that the car was reported stolen in the morning to Marion County Sheriff's Office.

As the OSP sergeant pulled into the rest area, an adult male and adult female had gotten out of the car and were walking away. Both were detained as additional OSP personnel responded to assist the sergeant. Subsequent investigation confirmed the vehicle was stolen between 7:00 a.m. and 7:15 a.m. as it was left unoccupied warming up in a driveway in the 700 block of Apache Court SE in the Salem area.

The male occupant identified as JARL DONALD COLWELL, age 30, no known address, was lodged in the Clackamas County Jail on the following charges:

* Felony Parole Violation warrant held by the Oregon State Parole Board
* Unauthorized Use of a Motor Vehicle
* Possession of Stolen Vehicle
* Unlawful Possession of a Controlled Substance - Methamphetamine

The 23-year old female occupant was not arrested at that time.

Because some vehicles are stolen on cold mornings when left running to warm up, OSP and Marion County Sheriff's Office urge vehicle owners to refrain from leaving your vehicle running unintended.
