***Updated Information*** Officer Involved Shooting Investigation Ongoing In Bend - Deschutes County

Detectives and forensic experts are continuing the investigation into Friday night's officer involved shooting that occurred in downtown Bend.

Further investigation has revealed at 10:26PM, Deschutes County 911 received calls of white minivan driving erratically southbound on 3rd street near Butler Market. At least two 911 callers identified the vehicle and the poor driving. That behavior included driving into snow banks, sideways in the road, almost striking a bicyclist and other dangerous driving. The vehicle drove to the intersection of 3rd and Franklin where it began traveling westbound on Franklin after driving through the 7-11 parking lot.

At approximately 10:30PM, A Bend Police Officer locates the vehicle traveling westbound on Franklin and conducts a traffic stop on the vehicle, a 2002 Dodge Caravan, which comes to a stop on Franklin just prior to Bond Street. During this stop a second officer arrives at the scene.

The male driver, was later identified as Michael Tyler JACQUES, 31 years old, of Bend. During this contact, JACQUES, did not cooperate and they attempted to place him under arrest. A Taser was deployed without any success. Following these failed attempts at arresting JACQUES at least one officer fired his duty weapon striking JACQUES.

JACQUES was removed from the vehicle by officers and first aid was rendered. Upon medical crews arriving on scene JACQUES was pronounced deceased at the scene. Both Bend Police Officers did not receive any serious injuries. It is unknown at this time if JACQUES was armed at the time of the incident as his vehicle has not yet been search pending a search warrant.

Pursuant to Senate Bill 111 - Use of Deadly Force investigations - a multi-agency investigation coordinated by the Deschutes County District Attorney is ongoing. This includes agencies from the Deschutes County Sheriff's Office, Redmond Police Department, Sunriver Police Department, Deschutes County District Attorney's Office, Madras Police, Warm Springs Police and the OSP Criminal Investigations Division and the OSP Forensic Services Division.

Any witnesses that have not yet spoken to law enforcement about this incident are urged to call OSP Detective James Koehler at 541-633-2215.

These investigations take time and more information will be released as soon as practical; understanding the need of public information and transparency but also weighing the integrity of the investigation.

Multiple agencies are currently on scene of an officer involved shooting in downtown Bend.

On December 23, 2016 at about 10:30PM the Bend Police Department conducted a traffic stop in the area of Bond and Franklin in Bend. During the contact an altercation occurred with an occupant of the vehicle and at least one officer fired their weapon. That occupant, an adult male, was pronounced deceased at the scene.

Washington Man Killed In Highway 30 Crash Near Astoria - Clatsop County (Photo)

On December 24, 2016 at about 10AM, OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Highway 30 near milepost 81 (approximately 15 miles east of Astoria). Upon arriving on scene they discovered an adult male had been struck while outside his vehicle and killed.

Preliminary investigation revealed a two vehicle crash had occurred on Highway 30 due to icy conditions. A 1996 Toyota 4Runner and a 2011 Honda Odyssey were involved in a minor, non-injury crash caused by lack of traction on an icy roadway. Both these vehicles came to rest on the highway.

The occupants were outside their vehicle standing on the highway when a third vehicle, a westbound 1998 Subaru Legacy, lost control on the icy highway and struck the Toyota 4Runner. Edward C CARLSON, age 59, of Long Beach, Washington (an occupant of the Toyota) was standing outside that vehicle when he was struck by the Toyota and the Subaru. He was later pronounced deceased at the scene. Another occupant of the Toyota, Lorraine K SEBASTIAN, age 62, of Castle Rock, was also struck by at least one vehicle while standing on the roadway. She was taken to Legacy Emanuel Medical Center for life threatening injuries.

The occupants of the Honda were also struck while they stood on the highway but only received minor injuries. They were identified as Earl J LOWERY, age 66, and Nancy K LOWERY, age 64, both of Kelso. The driver of the Subaru, Daniel D CARTER, age 70, of Rainier, OR, was not injured

OSP was assisted by the Clatsop County Sheriff's Office, Knappa Fire Department and the Oregon Department of Transportation. More information will be released as it becomes available.

Three people lose thier lives in crash near Warm Springs

On December 26, 2016 at approximately 4:00 PM, OSP Troopers responded to a three vehicle- triple fatal motor vehicle crash on US26 near milepost 86, on the Warm Springs Indian Reservation.

The initial investigation revealed a westbound black 2007 Chevrolet Malibu, being operated by Nathan VERHAEGHE, age 31 of Spokane WA, struck the rear of a westbound 2006 Toyota Matrix being operated by Adam CLAUSEN, age 37 of Portland OR. The Matrix was then pushed into the eastbound lane where it was struck by a white 2013 Chrysler van being operated by Robert BURKE, age 34 of Reno NV.

Adam CLAUSEN and his passenger, Shannon OLEARY, age 39 of Portland, OR were deceased at the scene. The third occupant was a four year old child from Portland, Oregon was transported to St. Charles Bend with minor injuries.

Robert BURKE was also deceased at the scene. One passenger, Rachel BURKE, age 29 of Reno, NV was transported by air ambulance to St. Charles Medical Center in Bend with serious injuries. His other passenger a 22 month old child from of Reno, NV was transported by ground ambulance to St. Charles Bend with minor injuries.

VERHAEGHE was transported by air ambulance to St. Charles Medical Center in Bend with minor injuries.

Speed and other contributing factors are being investigated as causes of the crash. US26 was closed for 5.5 hours as the investigation was completed. OSP was assisted at the scene by Warm Springs Police Dept., Warm Springs Fire Dept., and ODOT.

Murder in Bonanza

On Monday, December 26, 2016, at approximately 1:10 p.m. the Klamath County
Sherriff's Office and the Oregon State Police responded to a 911 call of a shooting in
the 7000 block of East Langell Valley Road in Bonanza, Oregon. Officers responded
and found Troy Kimball (DOB 10-11-1965) deceased. The Klamath County Major Crime
Team was activated.

Officers have arrested the deceased's brother, Travis Kimball (DOB 7-9-1964), for the
crime of Murder.

The agencies involved in this investigation are the Klamath Falls Police Department,
Oregon State Police, Klamath County Community Corrections, Klamath County District
Attorney's Office.

DUII Saturation patrol planned for Tillamook County

The Oregon State Police Tillamook Worksite in conjunction with the Tillamook County Sheriff's Department, Tillamook Police Department, Rockaway Beach Police Department, and Manzanita Police Department have a joint Driving Under the Influence of Intoxicants (DUII) saturation patrol scheduled for December 30, 2016 to kick off the New Year's Weekend High Visibility Enforcement (HVE) period.

The New Year's Weekend is a time for celebration, and renewal. Everyone wants to have a good time, but for those who make the decision to drive impaired, police are on the lookout. Our main goal is not to catch drunk drivers, but to be seen everywhere and hopefully deter someone from driving while intoxicated.

Tillamook County will have over a dozen law enforcement officers out on patrol. Officers trained to identify signs of an impaired driver will be on high alert. People should also be aware that marijuana is considered an intoxicant. Being under the influence of marijuana while driving is grounds for a DUII, despite Oregon's recent legalization of marijuana. DUII patrols will continue through New Year's Day as needed. We encourage you to have a plan in place before the festivities begin. Have a designated driver, call for a cab or a ride, stay the night, anything to keep everyone safe this holiday weekend.

Jackson County fatal suspect sentenced to 141 months in prison

On August 6, 2016 at approximately 11:54 PM, Medford Police Department and surrounding agencies were involved with a pursuit with suspect Robert Brooks. The pursuit ended when Brooks crashed into another vehicle at the intersection of Vilas and Table Rock Road. The driver of the other vehicle died as a result of the crash (for full details see Medford Police Department media release attached).

The Oregon State Police was the lead investigating agency. On December 16, 2016 Brooks pled guilty to Manslaughter I, Resisting Arrest, Attempt to Elude, Reckless Endangering, and Driving Under the Influence of Intoxicants.

On December 28, 2016 Brooks was sentenced to 141 months in prison.

Fatal Pedestrian Crash on HWY 126 East of Redmond - Deschutes County

On December 27, 2016, at approximately 8:30 p.m., Oregon State Police Troopers responded to a single-vehicle versus pedestrian fatal crash, that occurred on State Route 126 around milepost three, east of Redmond.

The preliminary investigation revealed a 2001 white Ford F250 pickup was eastbound when it crashed into an adult male, in the eastbound lane of travel. The driver of the Ford was identified as Brianna Reed CERULLO, age 19, from Powell Butte.

The pedestrian was identified as Anthony Marvin MASON, age 22, from Redmond. MASON was wearing dark clothes and was walking in the eastbound lane of travel. MASON was pronounced deceased at the scene.

CERULLO stayed at the scene and is cooperating with the investigation.

State Route 126 was closed for about three hours, with a detour in place, while the scene was investigated. OSP was assisted by Redmond Police Department, Deschutes County Sheriff's Office, Redmond Fire and Rescue and Oregon Department of Transportation. More information will be released as it becomes available, as this is an ongoing investigation.

Pursuit in three central Oregon Counties (Photo)

On December 28, 2016, several Central Oregon police agencies were involved in a pursuit that started in the City of Prineville. The pursuit was terminated several times, the suspect vehicle was spiked, and then ultimately the Oregon State Police used a tactical vehicle intervention (TVI) maneuver. Two suspects were taken into custody. The suspects have been identified as Eddie VILLAGOMEZ-LOPEZ, age 23, of Prineville and David CASTANEDA-VALERIO, age 21, of Salem.

The incident started in Prineville when an officer attempted to stop a 1994 Silver Buick at approximately 9:45 AM. Prineville terminated the pursuit but it was later resumed by Redmond Police Department in their jurisdiction. Redmond Police Department also terminated the pursuit.

The vehicle traveled through Terrebonne and Culver where Oregon State Police, Madras Police Department and Jefferson County used spike strips to stop the vehicle. As a result of the spikes, all four tires were deflated but the vehicle continued at a slower rate of speed. An Oregon State Police trooper utilized a TVI maneuver forcing the vehicle off the roadway where it became immobile and both subjects were placed into custody.

The driver and passenger were taken into custody and were lodged in Jefferson County. Additional charges will also be filed in Deschutes and Crook Counties. The investigation is continuing and the charges will be updated at a later time. No additional information will be released at this time.

Three being transported to area hospitals following violent crash on I-84 near Cascade Locks (Photo)

On Thursday, December 29, 2016 at approximately 1:00PM, OSP Troopers responded to the report of a single-vehicle crash westbound on I-84 near milepost 44, which is near Cascade Locks. The vehicle, a 2003 Chevy Trailblazer, had crashed into the center concrete barrier while negotiating a curve, crossed both lanes of the interstate and crashed through the guardrail and down a wooded ravine. The force of the crash caused significant guardrail damage and sheared a large tree off at the base where it came to rest on top of the Trailblazer, which came to an uncontrolled stop on the driver's side facing eastbound.

The vehicle was operated by Madeline HANEL, 18 years old, from Parkdale. Two male passengers were inside the vehicle and have not been positively identified at this point. HANEL and the passenger from the backseat were transported by ground ambulance to a Portland area hospital for minor injuries. The second passenger, who was in the right-front seat, was transported by helicopter to a Portland area hospital for serious injuries.

Prior to OSP arriving on scene, a local Cascade Locks resident Ken DAVIS, 37 years old, heard the crash and was first to arrive. He assisted Hanel and the rear passenger out of the car. He also attempted to extract the right-front passenger who was trapped in the Trailblazer. While Davis was waiting for emergency responders, the Trailblazer caught on fire and Davis was able to put it out with fire extinguishers he acquired from passing motorists.

Early investigation is showing that speed is a contributing factor in this crash. OSP is still on the scene and the slow lane is blocked to assist in the removal of the vehicle and as the investigation is completed.

OSP was assisted by Cascade Locks Fire Department, Skamania County Ambulance and ODOT.

Dexter Man dies in a fatal crash near Pleasant Hill - Lane County (Photo)

On December 28, 2016 at 7:30 p.m., Oregon State Police Troopers responded to a single-vehicle fatal crash four miles east of Pleasant Hill.

According to Trooper Martin, a 2005 Dodge Ram 2500, operated by Michael VONORTLOFF, age 43, and two juvenile male passengers, all from Dexter, was traveling eastbound on State Route 58 near milepost eight, when VONORTLOFF's vehicle swerved across the westbound lane of travel and collided head-on into an oak tree.

Both juvenile passengers were extricated by fire and medical personnel and were transported to PeaceHealth Sacred Heart Medical Center at RiverBend, in Springfield, for treatment of non-life threatening injuries. VONORTLOFF was pronounced deceased at the scene. Distracted driving may have been a contributing factor.

OSP was assisted on scene by Dexter Fire Department, Goshen Fire Department, Springfield Fire Department and Oregon Department of Transportation. State Route 58 was not closed during the investigation.

Man Killed In Early Morning Crash On Highway 50 - Klamath County (Photo)

On January 1, 2017 at about 9AM, OSP Troopers and emergency personnel responded to the report of a single vehicle crash on Highway 50 near milepost 25 (just southeast of Malin).

Preliminary investigation revealed a 2006 Jeep Wrangler was southbound on Morelock Road when it failed to stop at a stop sign with the intersection of Highway 50 (Klamath Falls -- Malin Highway). The Jeep crossed Highway 50 and rolled into an empty irrigation ditch, coming to rest on its roof.

The driver, Alejandro ZAMORA LAGUNAS, age 31, of Malin, was pronounced deceased at the scene. It is believed the crash occurred between 3am and 9am based on a text message he sent and time of discovery. Contributing factors leading to the fatality are believed to be failure to use safety belt and consumption of alcohol.

OSP was assisted by the Malin Fire Department. More information will be released as it becomes available.

Two Women Killed After Falling From Interstate 5 Bridge - Douglas County (Photo)

On January 2, 2017 at about 2:30AM, OSP Troopers and emergency personnel responded to the report of a single vehicle crash on Interstate 5 near milepost 112 (north of Myrtle Creek). Upon arriving on scene, emergency personnel could not locate the driver or occupants. Two adult females were soon after located deceased on the river bank below the bridge where the crash had occurred.

Preliminary information revealed a 2002 Kia sport utility was traveling southbound on Interstate5 when the driver lost control and crashed on the bridge crossing the South Umpqua River near milepost 112. At some point after the crash the driver and her passenger exited the vehicle and called 911 to report the incident.

It is unknown at what point the following event occurred, but both occupants crossed over the bridge railing falling to the riverbank below. Both adult females were pronounced deceased by medical personnel upon their arrival. Troopers obtained a measurement of approximately 80 from the bridge deck to the river bank below.

The victim's names will be released once the families have been notified and appropriate time has passed for them to notify other friends and family.

OSP was assisted by the Douglas County Sheriff's Office, Myrtle Creek Police, Myrtle Creek Fire, Dillard Fire, Tri-City Swift Water Rescue and the Oregon Department of Transportation. This is incident is not being investigated as a traffic crash fatality but a death investigation. More information will be released as it becomes available.

***Age Correction*** 16 Year Old Male Dies From Gunshot Wound - Josephine County

Previous Release:
On December 31, 2016 at about 8:30PM, OSP Troopers and emergency personnel responded to the report of a shooting that had just occurred at a residence on Robertson Bridge Road near Merlin. First responders arrived and discovered a fifteen year old male had been shot and died from his injuries at the scene.

Preliminary investigation revealed a fifteen year old male, who resided at that residence, had several friends over while his parents were out of town. This preliminary investigation indicates that the teenager accidentally shot himself while handling a firearm. His friends called 911 and began CPR but he died prior to emergency personnel arriving.

It is believed several friends of the deceased may have left prior to emergency crews arriving. OSP is wishing to speak with them to assist with the investigation. Those with information or were at that residence are asked to call OSP at 541-776-6111.

No further information to be released at this time as this is an active investigation.

Interstate 5 Crash Kills Springfield Man - Josephine County

On January 2, 2017 at about 11:30PM, OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Interstate 5 near milepost 55 (Grants Pass). Emergency personnel arrived on scene to find a vehicle on its roof with and that the male driver had died.

Preliminary investigation revealed a 2003 Ford F150 had been traveling northbound on Interstate 5 when it left the roadway and crashed into a disabled 2004 GMC Yukon that had been parked on the shoulder of the interstate. After the collision, the Ford rolled over onto its roof in the ditch.

The driver of the Ford, a 45 year old male from Springfield, was pronounced deceased at the scene. Three passengers from the Ford were taken to an area hospital for treatment of non-life threatening injuries.

This is a preliminary release. More information will be released later in the day.

Cottage Grove Woman Killed In Interstate 5 Crash - Lane County (Photo)

On January 3, 2017 at about 1PM, OSP Troopers and emergency personnel responded to the report of a semi versus a passenger vehicle on Interstate 5 near milepost 171 (just south of Cottage Grove). Upon emergency crews arriving on scene they found the adult female driver of the passenger vehicle was deceased.

Preliminary investigation revealed that a 2002 Chrysler sedan was traveling southbound on Interstate 5 when it came to a stop in the slow lane (two southbound lanes) for an unknown reason. A southbound 2006 Freightliner box truck was unable to avoid colliding with the stopped Chrysler, rear-ending it. Following the collision, the Chrysler came to rest off of the highway.

The driver, Janine B COOK, age 57, of Cottage Grove, was pronounced deceased at the scene. It took fire personnel an extended amount of time to remove her from the vehicle due to the extensive damage. The driver of the Freightliner, Nytasha VATLAND, age 26, of Roseburg, was not injured.

Interstate 5 southbound was reduced to one lane for approximately two hours while the crash was investigated. OSP was assisted by the Cottage Grove Police Department, South Lane County Fire and Rescue and the Oregon Department of Transportation. More information will be released when it becomes available as this is an ongoing investigation.

OSP Urging Safe Travels After Responding to Over 750 Traffic Incidents In 36 Hours

In the past 36 hours we have had responded to over 750 traffic incidents statewide. These include 91 road hazards, 266 disabled vehicles, and 394 reported crashes. Most were weather related. Fortunately no lives were lost but we are still urging motorists safe travels during this storm.

*If traveling is not necessary, please don't. If it is necessary please "Know Before You Go" by going to www.tripcheck.com to see travel conditions and chain requirements.

*Take your time and slow down when poor driving conditions are present. Please know chain/traction tire requirements when traveling. Failure to follow the requirements could result in a $160 fine and being turned around.

*If your vehicle becomes disabled or cannot travel any further, do NOT stop in the roadway. Please try to get it off the plowed section of the roadway or it could be towed. Leave a note with the vehicle explaining when you intend on removing it. Under state law, an abandoned vehicle which is a hazard can be towed immediately. If not a hazard it can be towed 24 hours after tagged by law enforcement.

*Be prepared in the event you become stuck during your travels- Carry water, food, and blankets in the event you are stuck in your vehicle during your trip

*Put the distractions away. Pull over to use that handheld electronic device, ask as passenger to help or wait to arrive at your destination to use them.

*Get rested before you travel. Fatigued drivers are more frequent during holiday weekends because of increased travel and activity. Be patient and allow plenty of time to reach your destination.

*Wear your safety belt. Ensure your passengers and children are properly restrained too. We see too many crashes were people would have walked away with minor in any injuries.

Law Enforcement Investigating Fatal Crash Following Reported Kidnapping - Malheur County

On Jan 9, 2017 at about 6:45AM (MST), the Ontario Police Department responded to the report of a kidnapping in progress at a convenience store in Ontario. Just as Ontario Police arrived on scene, the suspect fled in a Dodge pickup. Officers received information there was an adult female being held against her will in the pickup. Officers pursued the suspect in the city then south onto Highway 201.

As the Dodge was traveling southbound it crossed the centerline and collided with a northbound Ford sport utility. The driver of that Ford was pronounced deceased at the scene. A passenger in the Ford was taken to an area hospital for serious injuries.

The suspect and driver of the Dodge received serious injuries and also taken to an area hospital. Inside the Dodge was an adult female who was deceased.

Highway 201 is still closed for the investigation. ODOT has established a detour. The Ontario Police Department, Malheur County Sheriff's Office, Malheur County District Attorney's Office, and the Oregon State Police are conducting the investigation.

Fatal Crash on Hwy 97 near LaPine (Photo)

On January 8, 2017 at about 2:45PM, OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Highway 97 near milepost 161. Emergency personnel arrived on scene to find three involved vehicles and one male driver deceased at the scene.

Preliminary investigation revealed a red 2015 Peterbilt semi-truck and trailer had been traveling northbound on Highway 97 when it lost control on the icy roadway and collided with two southbound vehicles. The first vehicle was a maroon 2004 Toyota Tacoma pick-up and the second vehicle was a white Nissan Xterra, all three involved vehicles came to rest on the southbound shoulder of the roadway.

The driver of the Nissan, Derek TEDROW, age 40, from LaPine, was pronounced deceased at the scene. The driver of the Toyota, Samuel COLEE, age 33, from Eugene was treated and released at the scene for minor injuries. The driver of the Peterbilt, Arthur RAMBO, age 29, from Sacramento California, and his passenger Goodwin EZE, age 43, from Rancho Cucamonga, California we not injured.

Deschutes County Sheriff's Office, LaPine Fire & Rescue, and Oregon Department of Transportation (ODOT) assisted OSP at the scene. Highway 97 was closed for four hours before one traffic lane was opened up for purposes of the crash investigation.

Two Seriously Injured In Highway 97 Crash - Deschutes County (Photo)

On January 10, 2017 at about 6:20 a.m., OSP Troopers and emergency personnel responded to the report of a two vehicle crash on Highway 97 near milepost 129. Emergency personnel arrived on scene to find one subject entrapped in a vehicle and two with serious injuries.

Preliminary investigation revealed, a white 1990 Toyota Corolla had been traveling northbound on Highway 97 north of Bend when it lost control on the icy roadway and collided with a southbound 2000 Dodge pickup.

The driver of the Toyota, Kimberly BAKER, age 46, and a passenger Kelly SHEHAN, age 34, both from Redmond, were transported by ground ambulance to St. Charles Hospital in Bend for serious injuries resulting from the crash. SHEHAN was entrapped and had to be extricated from the vehicle.

The driver of the Dodge, Wayde PRATT, age 20, from Sisters and the passengers; Joel PRATT, age 25, from Philomath, and Martin LANGAGER, age 25, from LABANON, were not injured in the crash.

Deschutes County Sheriff's Office, Bend Fire and Rescue, and Oregon Department of Transportation (ODOT) assisted OSP at the scene. Highway 97 was closed for just over an hour before the Highway was reopened, while the crash investigation was conducted and the Highway was being cleared.
