Beaverton Woman Loses Her Life in a Fatal Crash in Douglas County (Photo)
On December 12, 2016 at approximately 1:15 PM, Oregon State Police troopers responded to a single vehicle fatal crash northbound on I-5 near milepost 80 in South Douglas County.
The preliminary investigation revealed a 2005 Lexus passenger car operated by Nancy J Meyen (age 86 from Beaverton) drifted off the roadway, struck a tree, and her vehicle started on fire. Meyen was removed from the vehicle by first responders before the vehicle was consumed by the fire. Meyer was pronounced deceased at the scene.
A medical condition or the possibility Meyen fell asleep,prior to leaving the roadway, are being considered as contributing factors to the crash .
Glendale fire and ODOT assisted on the scene. Several passerby's stopped to attempt to put out the fire and remove Meyen, from the vehicle, prior to EMT arrival.

Silver Lake Man Killed In Highway 31 Crash - Klamath County (Photo)
On December 12, 2016 at about 1:20PM, OSP Troopers and emergency personnel responded to the report of a head-on collision on Highway 31 near milepost 8 (8 miles south of the Highway 97/Highway 31 Junction).
Preliminary investigation revealed a 2003 Ford F350 was eastbound on Sun Forest Drive when it entered Highway 31 and attempted to make a u-turn. The Ford collided with a 1994 Dodge Colt that had been traveling southbound on Highway 31.
The driver of the Dodge, Scott J LANE, age 56, of Silver Lake, was pronounced deceased at the scene. The driver of the Ford, Jerry J ROCHE, age 83, received minor injuries and was taken to Saint Charles Bend for treatment.

Oregon State Police Seeking Assistance in Locating Shooting Suspect on I-84 Near Ontario - Malheur County
The Oregon State Police (OSP) are investigating a shooting that reportedly occurred on December 9, 2016, sometime between 1:15 p.m. and 1:30 p.m. on Interstate 84, at milepost 362. (12 miles north of Ontario). The victim stated that he was driving a semi-truck tractor and trailer eastbound when a newer silver Chrysler passenger car, displaying a partial Idaho license plate of "1A", approached and shot three rounds from a gun into the side of the semi-truck tractor and trailer. No injuries were reported.
The suspected assailant is described as follows:

OSP Investigating Two Separate Elk Poaching Cases - Crook County and Jefferson County (Photo)
Crook County Elk Poaching:
OSP Fish and Wildlife Troopers are seeking the public's assistance after a poached and/or unlawfully wasted bull elk was discovered on November 19, 2016 alongside Highway 27 (Crooked River Highway) in Crook County. The elk was discovered by members of the Central Oregon Fly Fishers Club.
Preliminary investigation revealed the elk had been gutted with hide removed. The bull was also decapitated with none of the meat taken. The wasted elk was likely thrown out at that location the morning of November 19 or late evening of November 18.
It is unlawful for to waste the edible portions of any Elk.
A reward of up to $500.00 is offered for information leading to an arrest and conviction in this case. The reward is offered by the Oregon Hunters Association Turn-In-Poacher (TIP) program.

Serious Injury Two-Vehicle Crash on Highway 395 - North of Hermiston - Umatilla County (Photo)
On December 13, 2016, at about 11:22 a.m., OSP Troopers from the Hermiston Worksite and emergency personnel responded to a two-vehicle, injury crash on Highway 395, at Oldfield Road (one mile north of Hermiston).
Preliminary investigation revealed a 2014 Chevrolet Impala, operated by Ignacio GARAY, age 29, of Hermiston, was traveling southbound on Highway 395 when a 1993 Chevrolet Astro van, operated by Francis BROWNING, age 78, and passenger Donna BROWNING, age 90, both from Spray, pulled out from Oldfield Road into the path of the Impala. This resulted with the Impala impacting the Astro van and both vehicles exiting the roadway.

Oregon State Police Fish and Wildlife Trooper Tracks poachers attempting to Take Unlawful Buck Deer (Photo)
December 11, 2016 at approximately 7:45AM, an OSP State Police Fish & Wildlife Trooper out of Bend responded to a poaching incident near Bowery Lane just north of Bend.
A local homeowner had called after hearing a gunshot and seeing bloody deer tracks in the snow. Upon arrival, the trooper observed deer tracks leaving a blood trail and two sets of human boot prints following the deer in the snow. There are no deer seasons active at this time. The trooper began following the tracks, travelling for about 1.5 miles through private and public lands. At about 9:15AM, the trooper caught up to the suspects and observed two males dragging a buck deer through the juniper forest.
The trooper made contact with the males who admitted to taking the buck deer and to trespassing on multiple private properties without consent of the landowners. The Investigation revealed the deer had been shot with a bow and arrow. The reported gunshot was unrelated to the incident. The bow and arrow used to take the deer was seized at the suspect's residence in Bend.
The two suspects were identified as William Chapman-Prescott (age 29 from Bend) and Joshua J. Gibb (age 27 from Bend). Both Chapman-Prescott and Gibb were arrested and lodged at the Deschutes County Jail on the following charges:
* Unlawful Take of Buck Deer
* Unlawful Possession of Game Mammal
* Aiding/Counseling in a Wildlife Violation
* 9 counts each of Criminal Trespass II
The area of the incident consists of many small private parcels through which the suspects traversed and trespassed. Troopers were contacted by numerous landowners wishing to pursue Criminal Trespass charges on the suspects. Oregon law defines criminal trespass II as being committed when a person remains unlawfully upon premises. Criminal Trespass II is a class "C" misdemeanor. All other charges in this case are classified as class "A" misdemeanors.

OSP Trooper arrests a DUII driver suspected of vandalizing numerous business and property over the past month (Photo)
On Tuesday, December 13th at approximately 7:00pm, following a complaint from an off-duty law enforcement officer of a driver consuming alcohol in his vehicle at a local business in Hood River, an OSP Trooper from The Dalles Area Command contacted the driver, identified as 33 year old Jacob CLOINGER from Underwood, Washington.
Cloinger was subsequently arrested for DUII -- Alcohol and Controlled Substances. During his arrest, Cloinger was found in possession of .177 caliber pellets. The OSP Trooper recognized Cloinger's vehicle from previous attempt to locates over the past month and from a report earlier that evening as a suspect vehicle that was seen in the area after a local Hood River business window had been shot out. Numerous businesses and private properties from Hood River to The Dalles have had windows shot out or damaged from .177 caliber pellets.
The OSP Trooper was aware that when the shooting incident occurred earlier that night, there had been employees inside the business that had been at risk of injury from the pellets or breaking glass. Cloinger confessed to the incident and was subsequently charged with Criminal Mischief, two counts of Recklessly Endangering a Person and Disorderly Conduct. Evidence recovered at the time of Cloinger's arrest support the facts that he was the shooter. Cloinger was lodged at Northern Oregon Corrections Facility (NORCOR) in The Dalles.
Detectives from Hood River and The Dalles Police Departments are conducting follow-up interviews and additional charges are possible in the future. Early estimates place the damage caused by Cloinger in excess of $10,000.

Investigators On Scene Of Officer Involved Shooting - Polk County
On December 16, 2016 at about 5:45PM, three Dallas Police Officers were involved in a contact with an adult male in the parking lot of the Walmart in Dallas. They were investigating the male for a DUII related incident when the incident escalated.
During the incident, a Dallas Police Officer was shot in the leg and is expected to survive. The adult male suspect who was also shot, was pronounced deceased at the scene.
The Oregon State Police is leading the investigation at the request of Dallas Police Chief Tom Simpson and Polk County District Attorney Aaron Felton. OSP is being assisted by Grande Ronde Tribal Police, Polk County Sheriff's Office, Monmouth Police Department, Independence Police Department, Salem Police Department and Dallas Fire and EMS.

***Date Correction*** Two Springfield Residents Killed In Interstate 5 Crash - Marion County (Photo)
Date of incident December 17, 2016 not December 16, 2016.

On December 17, 2016 at about 11:30AM, OSP Troopers and emergency personnel responded to the report of a crash on Interstate 5 near milepost 271 (Woodburn). The initial information was a semi truck had collided with a SUV.
Preliminary investigation revealed a 2006 Toyota 4runner had been westbound on Highway 214 when it took the southbound Interstate 5 on-ramp which is a sweeping right corner. While on the on-ramp, the Toyota lost control. The Toyota slid sideways across the southbound lanes of I-5 where it was struck on the driver's side by a southbound 1998 Freightliner truck tractor towing a trailer. Both vehicles came to rest in the highway.
The driver of the Toyota, Elman GONZALEZ, age 36, was pronounced deceased at the scene. The left rear passenger, Marlin DIAS HERNANDES, age 23, was taken to Salem Hospital where she died from her injuries. The other two passengers in the vehicle, Eduardo MARQUIN LOPEZ, age 22, and Marta MORALES DIAZ, age 32, received minor injuries. All occupants resided in Springfield.
The driver of the Freightliner, Reinhold P FISCHER, age 79, of Cheshire, was not injured.
It is believed the 4runner may have lost traction on the on-ramp due to icy conditions. All lanes of the interstate were closed but traffic was being diverted to one lane on the shoulder. The highway was reopened around 3:45PM. OSP was assisted by the Marion County Sheriff's Office, Woodburn Police Department, Woodburn Fire and the Oregon Department of Transportation.

Preliminary investigation revealed a 2007 Honda Ridgeline was northbound on Highway 97 when it drifted over the centerline and clipped a southbound 2012 Toyota Corolla. After clipping the 2012 Toyota, the Honda struck another southbound vehicle head-on (a 2003 Toyota Corolla).
The driver of the 2003 Toyota, Richard R MULLINS, age 34, of Madras was pronounced deceased at the scene. A 10 year old male passenger seated in an unknown location in the vehicle was also pronounced deceased at the scene. Nicole A SLY, age 36, of Crooked River Ranch, and an additional 8 year old female passenger were taken by air-ambulance to Saint Charles Hospital in Bend to be treated for serious injuries resulting from the crash.
The driver of the Honda, Mateo J SMITH, age 19, of Warm Springs, received non-life threatening injuries and was taken to Saint Charles Redmond. His 17 year old male passenger received non-life threatening injuries and was also taken to Saint Charles Hospital in Redmond.

OSP was assisted by the Jefferson County Sheriff's Office, the Oregon Department of Transportation, Redmond Police and Jefferson County Fire Department. The Highway was closed for 3 hours for purposes of the investigation.

Redmond Woman Killed In Highway 97 Crash - Deschutes County (Photo)
On December 20, 2016 at about 6:30PM, OSP Troopers and emergency personnel responded to the report of a multiple vehicle crash on Highway 97 near milepost 126 (south of Redmond). Upon arrival, emergency responders found one driver deceased and two other drivers injured.
Preliminary investigation revealed a 2006 Saturn Ion sedan was traveling south on Highway 97 when it lost control while making a pass. The Saturn slid sideways into the northbound lanes where it was struck (t-boned) by a 2005 Pontiac sedan that had been traveling northbound in the fast lane. The Saturn then struck a northbound 2017 BMW X5 (that had been traveling in the slow lane) before coming to rest on the highway.
The driver of the Saturn, Kylee J BRUCE, age 24, of Redmond, was pronounced deceased at the scene. The driver of the Pontiac, Josue CHAVEZ SORIANO, age 46, of Redmond received non-life threatening injuries and was taken to Saint Charles in Redmond. The driver of the BMW, Jennifer A OULMAN, age 37, of Redmond also received non-life threatening injuries and was taken to Saint Charles in Bend.
Highway 97 was completely closed for an hour and a half. One lane was then opened for alternating traffic before the highway was returned to normal traffic about 11:45PM. OSP was assisted by the Deschutes County Sheriff's Office, Redmond Police, Bend Police, Redmond Fire and Rescue and the Oregon Department of Transportation.
OSP is seeking witnesses to the crash. Any persons who may have seen the crash occur is asked to call the Oregon State Police Northern Command Center at 503-375-3555. More information will be released as it becomes available as this is an ongoing investigation.
Preliminary investigation revealed a 2006 Saturn Ion sedan was traveling south on Highway 97 when it lost control while making a pass. The Saturn slid sideways into the northbound lanes where it was struck (t-boned) by a 2005 Pontiac sedan that had been traveling northbound in the fast lane. The Saturn then struck a northbound 2017 BMW X5 (that had been traveling in the slow lane) before coming to rest on the highway.
The driver of the Saturn, Kylee J BRUCE, age 24, of Redmond, was pronounced deceased at the scene. The driver of the Pontiac, Josue CHAVEZ SORIANO, age 46, of Redmond received non-life threatening injuries and was taken to Saint Charles in Redmond. The driver of the BMW, Jennifer A OULMAN, age 37, of Redmond also received non-life threatening injuries and was taken to Saint Charles in Bend.
Highway 97 was completely closed for an hour and a half. One lane was then opened for alternating traffic before the highway was returned to normal traffic about 11:45PM. OSP was assisted by the Deschutes County Sheriff's Office, Redmond Police, Bend Police, Redmond Fire and Rescue and the Oregon Department of Transportation.
OSP is seeking witnesses to the crash. Any persons who may have seen the crash occur is asked to call the Oregon State Police Northern Command Center at 503-375-3555. More information will be released as it becomes available as this is an ongoing investigation.

Pedestrian fatal in Yachats
On December 20, 2016 at approximately 7:45 PM, Oregon State Police Troopers responded to a single-vehicle versus pedestrian fatal crash occurred on US-101 around milepost 164 (in Yachats).
The preliminary investigation revealed a 2007, silver Chev HHR, was northbound when it crashed into a white male adult in the northbound lane of travel. The driver of the HHR was identified as Amy R. Hartz (age 30) from Waldport.
The deceased was identified as Travis J. Eppinghaus (age 37) from Waldport. Eppinghaus was wearing dark clothes and was walking in the northbound lane of travel, carrying a dog. Eppinghaus was pronounced deceased at the scene. Eppinghaus' dog was also deceased at the scene.
Hartz stayed at the scene and is cooperating with the investigation.
OSP was assisted by Yachats Fire, ODOT, Lincoln County District Attorney's Office, and the Lincoln County Medical Examiner.

Three Central Oregon Men Arrested For Child Pornography Related Charges (Photo)
In November, the Oregon State Police was assigned a child pornography investigation in the Central Oregon area. The National Center for Missing and Exploited Children (NCMEC), operates a 24-hour hotline, known as the CyberTipline for receiving online and telephonic reports of internet crimes against children. Electronic service providers are required under federal law to report certain types of child sexual exploitation to the CyberTipline. NCMEC distributed information regarding child pornography to Oregon Department of Justice -- Internet Crimes Against Children Task Force (ICAC).
In November 2016, Oregon State Police Major Crimes Section out of Bend, was assigned this case who was assisted by the Deschutes County Sheriff's Office and Madras Police Department.
On December 19, 2016 at approximately 7AM, a search warrant was executed in Jefferson County at 576 NW Glass Drive in Madras. The suspect of the search warrant was Jeffrey WORLEY, 54 years of age. The investigation at the Glass Drive residence revealed Worley had been trading images and videos of children being sexually abused.
WORLEY was lodged into the Jefferson County Jail for Possession of Material Depicting Sexually Explicit Conduct of a Child in the First Degree, Encouraging Child Sexual Abuse in the First Degree, Encouraging Child Sexual Abuse in the Second Degree. Additional charges may follow.
The investigation then led investigators to Grover Dean COCKRUM, 62 years of age, located 17325 Lodgepole Lane in Sunriver. WORLEY and COCKRUM shared images of child pornography through electronic devices.
On December 19, 2016 at approximately 7PM, a search warrant was executed in Deschutes County at the COCKRUM residence. The investigation revealed COCKRUM in possession of child pornography and images of children being sexually abused.
COCKRUM was lodged into the Deschutes County Jail for Possession of Material Depicting Sexually Explicit Conduct of a Child in the First Degree, Encouraging Child Sexual Abuse in the First Degree, Encouraging Child Sexual Abuse in the Second Degree, Sex Abuse I, Sodomy I, and Using Child in Sexually Explicit Conduct.
In another unrelated investigation, the Oregon State Police, served a search warrant at a Bend residence under similar circumstances.
On September 26, 2016 Skype reported a Cybertip to The National Center for Missing and Exploited Children (NCMEC). NCMEC distributed information regarding child pornography to Oregon Department of Justice -- Internet Crimes Against Children (ICAC) Task Force. ICAC Task Force subsequently referred the investigation to the Oregon State Police.
After gleaning details from this Cybertip, a detective investigating the case for several months was able to determine child pornography being electronically received at a Bend residence located at 61445 Little John Lane.
On December 20, 2016 at approximately 7PM, the Oregon State Police, Bend Police Department, and Deschutes County Sheriff's Office served a search warrant at the Little John Lane residence. Investigators contacted Peter Jason DAVIS, 37 years of age. The investigation revealed DAVIS was in possession of child pornography.
DAVIS was lodged at the Deschutes County Jail for Online Sexual Corruption of a Child in the First Degree, Encouraging Child Sexual Abuse in the First Degree, and Possession of Materials Depicting Sexually Explicit Conduct of a Child in the First Degree.

Woman Arrested Following Indictment For Manslaughter Relating To Fatal Crash - Josephine County (Photo)
On March 1st, 2016 troopers from the Oregon State Police Grants Pass Area Command responded to the report of a head on crash involving two vehicles on SR 238 (Williams Hwy) in Grants Pass. As a result of the crash, one of the drivers, identified as Pamela Jean HOWARD, age 63, of Applegate, was pronounced deceased at the scene.
OSP continued the investigation into the crash and on December 15th, 2016 a grand jury indicted the driver of the offending vehicle, Kandice Dawn GARCIA, age 33 of Murphy, on one count of Manslaughter in the First Degree and DUII.
On the evening of December 20th, 2016 GARCIA was taken into custody by the Oregon State Police on a warrant listing the above charges and lodged at the Josephine County Jail.

Two Arrested For Transporting 55 Pounds Of Marijuana From Out Of State - Clackamas County (Photo)
On December 20, 2016 at about 11:55PM, an Oregon State Police Trooper stopped a northbound 2002 Buick on Interstate 5 near MP 281 (near Wilsonville) for a lane use violation.
The trooper engaged the occupants in conversation during the stop. The statements made were suspicious which led the trooper to other observations of possible criminal conduct. The trooper searched the vehicle which resulted in the discovery of 55 pounds of marijuana and $1800 in cash. The trooper concluded the marijuana had come from out of state based upon statements and other evidence.
The driver, Irving D BEAL, age 69, of New York, NY was arrested for Unlawful Import or Export of Marijuana Greater than 16 ounces. His passenger, James C STATZER, age 50, of Buchanan, MI, was also arrested for the same crime. They were transported to the OSP -- Portland Area Command, cited and released.
Unlawful Import or Export of Marijuana Greater than 16 ounces (ORS 475B.185) is a Class C Felony. In Oregon an individual over 21 years of age may possess up to one ounce of recreational marijuana outside their home. It is unlawful to import or export marijuana to/from Oregon. Fatal crash near Sublimity (Photo)
On December 22, 2016 at approximately 6:20 AM Oregon State Police Troopers responded to two vehicle fatal crash on Hwy 214 MP 19.
The preliminary investigation revealed a westbound 1994 Toyota pick-up was being operated by Pedro Topete (age 35 from Jefferson). Topete vehicle struck black ice and crossed the centerline colliding with a 2006 Peterbilt semi-truck. The driver of the semi was identified as John Illingworth (age 47 from Keizer). Topete was pronounced deceased at the scene. Illingworth was not injured.
The highway was closed for approximately 6 hours. The semi-truck was not loaded at the time of the crash.

OSP Continuing Death Investigation - Klamath County
On December 14, 2016, OSP received a report of a deceased individual at an abandoned house at 3116 Maryland Avenue, Klamath Falls. Troopers responded and found a human corpse that had been decomposing for an extended period of time. The OSP Klamath Falls Major Crimes Section responded to assist with the investigation.
Investigators located a cell phone and some paperwork with some identifying information on it. After reviewing a video on the cell phone, it appeared the individual in the video had a bracelet that matched the deceased. The subject in the video was also wearing a piece of clothing that was also found near the deceased. The video on the cell phone was dated from April of 2016.
On December 21, 2016, the Oregon State Medical Examiner's Office conducted an autopsy and identified the deceased as James A CRAIGER, age 50, who had been a listed as a missing person since May of 2016.
OSP investigators have learned that CRAIGER was homeless that had been staying at various locations in Klamath County, including the abandoned house. Persons with any information on this investigation are asked to call the Klamath Falls Area Command at 541-883-5713. The investigation is ongoing and more information will be released when it becomes available.

Coos Bay Man Dies Following Fall From Cliff - Coos County (Photo)
On December 22, 2016 at about 2PM, emergency personnel responded to the report of a possible deceased person at near the south cove Bastendorff Beach near Charleston.
First responders located an adult male deceased under an approximately 80 foot cliff lying in the sand at the edge of the cove.
First responders needed to work fast to investigate the scene and remove the deceased before the ocean tide came in. The troopers had to time the outgoing waves to quickly cross through the narrow access point as it would go from being under multiple feet of water and then about a foot of water as the waves ebbed and flowed. The deceased was recovered and was identified as Ryan L CROUSSER, age 36, of Coos Bay.
OSP was assisted by the Coos County Sheriff's Office, NOAA Marine Fisheries Law Enforcement, Coos County Medical Examiner and the Charleston Fire Department.
At this time there appears to be no foul play in the death. More information will be released as it becomes available as the investigation is ongoing.
