Citizen Driving Complaints Help OSP Trooper Locate and Arrest Reckless Driver - Interstate 5 near Roseburg (Photo)

An Oregon State Police (OSP) trooper arrested a California man Monday afternoon on several charges stemming from a citizens' driving complaint reports on Interstate 5 near Roseburg.

On August 12, 2013 at approximately 5:58 p.m., OSP Southern Command Center dispatch received a report of a reckless driver operating at high speeds and passing on the shoulder southbound on Interstate 5 near milepost 139 north of Sutherlin. A second similar reported driving complaint was received eight minutes later advising the vehicle, a rented 2013 Chrysler four-door displaying Oregon license plates, was southbound at milepost 125.

An OSP trooper saw the vehicle and overtook it one minute later at milepost 127 and obtained a speed reading of 118 mph. While trying to get in position to initiate a traffic stop, the vehicle continued at high speeds and passed other traffic on the shoulder until it was stopped near milepost 123.

Subsequent investigation related to the traffic stop led to the arrest of the car's driver on several charges. KEENAN F. PIPES, age 25, from Madera, California, was lodged in the Douglas County Jail on the following charges:

* Reckless Driving
* Four (4) counts of Recklessly Endangering Another Person

KEENAN PIPES was also cited for Exceeding the Posted Speed Limit in Excess of 100 mph to wit: 118 mph in a 65 mph speed zone. The rented vehicle was towed.
