Two Lane County men convicted of Unlawful Hunting

On November 4, 2016, around 9:30 p.m., Troopers from the Oregon State Police Fish & Wildlife Division observed from a distance a pickup truck on Weyerhaeuser property east of Springfield (Booth Kelly area) engaged in what appeared to be hunting by spotlight. A nearby State Police aircraft was summoned to assist in monitoring the vehicle until troopers on the ground could investigate closer.

While the aircraft was monitoring the suspects and directing the officers to the location of the suspect vehicle, the occupants spotlighted and shot a 3-pt Black-tail deer buck. The two men were dragging the deer back to their vehicle when troopers reached their location.

Sgt. Chris Ashenfelter and assisting officers contacted the men and confirmed the hunting activity. The temperature and condition of the deer confirmed it had just been taken by gunshot. Troopers cited both men after seizing the involved rifle, deer, and spotlight.

On January 19, 2017, Eugene resident KEVIN DUANE NEU, age 40, appeared with his lawyer in Lane County Circuit Court and plead guilty to Unlawful Aiding in Hunting and Taking of Deer with Artificial Light. He was sentenced to three years court probation, a 3-year suspension of his hunting privileges, a $1000 compensatory fine to the Oregon Hunter's Association TIP (Turn-in-Poacher) Program, and a condition that he not participate in any hunting excursions for the next three years.

On January 26, 2017, Springfield Resident SCOTT MICHAEL BLACHLY, age 40, appeared with his lawyer in Lane County Circuit Court and plead guilty to Unlawful Hunting and Taking Deer with Artificial Light. He was sentenced to three years court probation, a 3-year suspension of his hunting privileges, $1000 restitution to the Oregon Department of Fish & Wildlife, and a condition that he not participate in any hunting excursions for the next three years. The Court also ordered the deer, BLACHLY'S rifle, and the spotlight forfeited.

Both men were trespassed by Weyerhaeuser from its timberland properties.

The salvageable meat from the deer was previously donated to a charity organization in Oakridge to be given to families in need.

The OSP Fish & Wildlife Division is asking for the public's help to identify the person(s) responsible for the unlawful killing of a cow moose in Wallowa County.

The Oregon Hunter's Association has increased the reward to $6,250 for information leading to an arrest or citation in this case. The reward is offered by the Oregon Hunters Association Turn-In-Poacher (TIP) program.

On December 2, 2016, OSP was notified of one dead cow moose approximately 20 yards off of Coal Docks Road, which is located northwest of Wallowa in Wallowa County. OSP Fish and Wildlife Troopers responded and found a cow moose had been shot and some of the meat left to waste. The subsequent Investigation revealed the moose was most likely shot in the late evening hours of December 1, 2016 or early morning hours of December 2, 2016. Evidence was collected at the scene.

There are no lawful hunts that allow the harvesting of moose in Oregon.

Two separate school bus crashes in Josephine County (Photo)

On Friday, February 03, 2017 at approximately 8:10 a.m. a two vehicle collision occurred on US-199 at the Kerby Mainline Rd. intersection in Josephine County, which is 1 mile north of Cave Junction.

A 1983 Chevrolet pickup, operated by HUMERTO PEREDECOSTA was westbound on Kerby Mainline and failed to stop at a posted stop sign. He was struck within the intersection by the school bus. The school bus was an Illinois Valley School District bus operated by GREG BENNETT and was traveling southbound on US-199. The drivers were not injured during the collision; however, one of the school bus passengers was transported to Three Rivers Community Hospital for treatment of minor injuries. PEREDECOSTA was cited for Failure to Obey a Traffic Control Device.

***SECOND CRASH***
A second crash occurred at about 2:30 pm on February 3, 2017 on US-199 near milepost 15 in Josephine County, which is about 15 miles west of Grants Pass. The First Student school bus had just dropped off the majority of its passengers and had one remaining child on board. The bus had pulled into a gravel turnout in order to turn around.

As the bus was stationary, a southbound 2006 Hyundai Tucson left the roadway for unknown reasons. The driver apparently over-corrected causing the Hyundai to crash into the school bus.

The driver of the bus and his 5 year old passenger were both transported to Three Rivers Community Hospital for minor injuries.


All four occupants in the Hyundai were transported for injuries. The adult female driver, an adult female passenger and an infant were transported to Three Rivers Community Hospital with unknown injuries. The adult male in the vehicle was transported to Rogue Regional Medical Center with serious injuries. There was dog in the Hyundai that died as a result of the crash.

The investigation is ongoing as additional information is learned and there is no further information at this time regarding the second crash.

After receiving information of illegal hunting activity occurring in NE Oregon, OSP launched an investigation into the unlawful taking of several trophy class bull elk and mule deer.

The investigation revealed that in September, 2016 TRAVIS MOODENBAUGH of Elgin, Oregon and a juvenile had killed a trophy class bull in the Wenaha Unit without a valid tag. The bull is suspected to have been killed with a rifle during the 2016 archery controlled hunt season. The investigation resulted in multiple search warrants being executed and the collection and analysis of DNA evidence.

Multiple sets of deer antlers, a black bear, a trophy class set of Elk antlers, drug paraphernalia, cell phones, and other items were seized.

On December 19, 2016 TRAVIS MOODENBAUGH was charged with Unlawful Possession of a Game Mammal, Aiding in a Game Violation, and Unlawful Possession of Methamphetamine. The juvenile was charged with Unlawful Take of a Game Mammal, Unlawful Possession of a Game Mammal, and Failing to Check-in Bear with ODFW.

After analyzing the seized items another investigation ensued resulting in the discovery of a trophy sized mule deer that was shot on or about November 3, 2016. Investigation revealed the buck was killed in the Catherine Creek Unit by SAMUEL NEITCH of Elgin, Oregon without having a valid mule deer tag.

On January 28th, 2017 SAMUEL NEITCH was charged with Unlawful Take/Possession of a Game Mammal and Tampering with Physical Evidence.

This is the third case in as many months investigated by OSP in which trophy class animals have been unlawfully killed in Union County. One of which the suspect, NATHAN CROUCH Elgin, Oregon, is still at large. A warrant has been issued by the Union County District Attorney's office for his arrest. Fatal Pedestrian Crash on Hwy 42 Near Landers Lane in Douglas County

Oregon State Police Troopers responded to vehicle vs pedestrian crash on February 3, 2017 at approximately 8:35pm. The crash occurred on Hwy 42 near Landers Lane, in Douglas County.

When Troopers and emergency personnel arrived on scene the westbound lane was blocked and the pedestrian was pronounced deceased by emergency personnel.

Preliminary investigation determined a 2007 Lincoln sedan operated by 76 year old CLAUDE F. STUMP of Roseburg was westbound on Hwy 42 when his vehicle struck the pedestrian, 57 year old TAMI LEE CAIRNS of Roseburg who was in the lane of travel and there was no cross walk.

Neither alcohol nor speed appears to be a factor in regards to the driver. The driver was wearing his seat belt at the time of the crash remained on scene cooperated with the investigation.

The Oregon State Police were assisted by Douglas County Sheriff's Office, Fire District 2, Winston Dillard Fire and ODOT. All lanes of travel were initially closed for about 10 minutes, and then the eastbound lanes were opened.

Forest Grove Woman Killed In Highway 47 Crash - Washington County (Photo)

On February 5, 2017 at about 2pm, Oregon State Police Troopers responded to a fatal crash on Hwy 47 near milepost 85 just south of Banks in Washington County.

The preliminary investigation indicates a 1997 Ford truck operated by 35 year old JOSEPH M POETTER of Banks was NB on Hwy 47 when a 2005 Chrysler van, operated by 28 year old NICHELE BROOK AKERS of Forest Grove was SB and crossed over into the NB lane colliding into the Ford truck. AKERS was pronounced deceased on scene by medical personnel. The occupants of the Ford truck were transported by ambulance to OSHU with minor injuries. The passengers in the truck were 33 year old HEATHER POETTER of Banks and their three juvenile children.

The weather and road conditions are considered a factor in the crash as the investigation continues.

The Oregon State Police were assisted by Oregon Department of Transportation, Banks Fire Department and the Washington County Sheriff's office.

OSP Troopers Seize Drugs, Money and Firearm (Photo)

On February 4th, 2017 at approximately 11:43AM Oregon State Police Troopers from the Klamath Falls Area stopped a 2001 GMC Yukon for traffic violations northbound on HWY 97 MP 240 just north of Klamath Falls.

During their contact the driver was identified as 32 year old Jose Perfecto Adan De Jesus and the passenger, 27 year old Hipolito Adan De Jesus who were both from Bridgeport Washington. Troopers suspected them to be engaged in criminal activity. The driver attempted to flee on foot and was quickly captured.

A search of the vehicle with the assistance of an Oregon State Police Drug Detection Canine revealed approximately; 3 pounds of crystal methamphetamine, 3.5 pounds of Heroin, 2.2 pounds of cocaine, $66,550.00 of US currency and a semi-automatic pistol.

Both suspects were lodged in the Klamath County Jail on the following charges: Possession and Delivery of Crystal Methamphetamine, Cocaine and Heroin. Unlawful Possession of a Firearm, Money Laundering, Criminal Conspiracy, Attempt to Elude by foot (driver) and Possession of a Forged Instrument (passenger).

Law Enforcement in Eastern Oregon Apprehend Homicide Suspect (Photo)

On February 4, 2017 during the evening hours, OSP received an attempt to locate an individual who had warrants for his arrest for Homicide and Unlawful possession of a firearm. Credible information was developed that the fugitive, who was known to have violent tendencies and to abuse drugs was possibly traveling on US 20 between Burns, Oregon and Ontario, Oregon. OSP with the assistance of the Harney County Sheriff's Office, Malheur County Sheriff's Office and an agent from the Bureau of Land Management attempted to locate the blue Ford F150 pickup that the subject was reported to be driving.

At approximately 8:45pm PT, a vehicle matching the description was located near milepost 163 on US 20 parked off the shoulder of the roadway. As law enforcement pulled in behind the vehicle, the vehicle accelerated and fled eastbound on US 20.

As the vehicle fled, its speeds ranged from 50-100mph and the operator was driving very recklessly, often times traveling into the oncoming lanes of travel and into the path of oncoming vehicles. Numerous items, including a loaded firearm were thrown from the vehicle as it eluded. Those items were recovered by the Harney County Sheriff's Office. The Malheur County Sheriff's Office successfully deployed spike strips at milepost 216 and flattened the two driver's side tires. The vehicle slowed and at milepost 218, veered off the right shoulder of the roadway and into a snowdrift.

The driver, 46 year old John David WURDEMANN from Twin Falls, Idaho was taken into custody without incident. Wurdemann was lodged in the Malheur County Jail on the following charges: Attempt to Elude in a Vehicle (Felony), Felon in Possession of a Firearm (Felony), two Nationwide Felony warrants -- one for Homicide out of Canyon County, Idaho and the other for Unlawful Possession of a Firearm out of Twin Falls, Idaho. Wurdemann was additionally charged with Reckless Driving and Recklessly Endangering Another.

The passenger, 22 year old Stormy Raine ALLEN also from Twin Falls, Idaho was also taken into custody without incident. Allen was lodged in the Malheur County Jail on the following charges: Attempt to Elude in a Vehicle (Felony), Felon in Possession of a Firearm (Felony), Hindering Prosecution (Felony), Tampering with Evidence, Offensive Littering and Interfering with a Police Officer.

The vehicle was towed to the OSP office in Ontario where it was secured. The investigation is ongoing.

Both lanes of US 20 at milepost 218 were blocked for approximately 15 minutes while the two subjects were being taken into custody and the scene rendered safe.

Public Assistance needed in identifying the individual(s) responsible for the unlawful taking of two elk near Wamic, OR (Photo)

Oregon State Police Fish and Wildlife Troopers are requesting the public's assistance in locating the individual or individuals responsible for the unlawful taking of a bull and cow elk near Wamic, OR on the White River Wildlife area.

On Feb. 5th, 2017 Oregon State Police Fish and Wildlife Troopers were contacted by an employee of the Oregon Department of Wildlife after receiving a complaint of a dead cow elk on the side of Rock Creek Rd. near the boundary to the USFS (48 Road). Fish and Wildlife Troopers responded to the scene and located a dead cow elk that had been shot. Although the meat had been removed there is no open season to hunt cow/bull elk in this area or during this time. Of particular significance the cow elk was determined to be pregnant and carrying an unborn calf.

A short time after locating the cow a second elk was located in a nearby field. The 4X5 bull had been shot and wounded and was still alive. For humanitarian reasons the bull had to be dispatched.

It is believed that both animals were shot between the evening hours of Saturday February 4th and the morning hours of February 5th by the same individual(s). This case is especially sensitive in nature due to location where the elk were taken. This area of the White River Wildlife area is known as the Cody barn and is a feeding station for wintering elk which are already struggling due to high snow fall this season.

Due to the proximity of homes in the area the Oregon State Police is requesting that if someone heard or has information on the unlawful taking of these elk to contact Sr. Trooper Brent Ocheskey -- The Dalles Area Command at 541-296-9646 or the Oregon State Police Turn in Poachers Tip line at 800-452-7888. A $500 reward is being offered for information leading to the arrest of the individual(s) involved in the taking and any information offered can remain anonymous.

DNA Critical in Solving Double Homicide in Josephine County (Photo)

On the afternoon of June 15, 2015, the Josephine County Major Crime team was activated to investigate a double homicide at a residence in Grants Pass, Oregon. After investigators arrived they found the bodies of Jerry and Joann Jackson inside the residence with several wounded dogs, one of which succumbed to injuries later. The suspect was located and arrested shortly thereafter in a vehicle he stole from the residence.

Over the next weeks and months the investigators worked with the Josephine County District Attorney's office and the Oregon State Police Forensic Services Division to process the evidence. They were able to use DNA analysis to tie the suspect, BRIAN SCOTT KILLIAN, to the stolen vehicle, several crime scenes, and other key evidence. The DNA was a critical factor in the successful prosecution of this case. According to the Josephine County District Attorney's office, the lab results had a huge impact in resolving the case: KILLIAN pleaded guilty to a variety of criminal charges, including multiple counts of Aggravated Murder, and he agreed to "true life" sentences, which will ensure he dies in prison. Great teamwork, communication, and cooperation between the Josephine County Major Crime Team and the Forensic Services Division contributed to the successful resolution of the case.

Missing Person Remains Located at 13480 Williams Highway (Josephine County)

On February 7, 2017, two hikers located skeletal remains of a missing person reported on June 26, 2012 to the Medford Police Department. The Oregon State Police recovered the remains of a single adult male which have been positively identified through dental records, personal property and identification as Chase COOK who was 22 years old at the time he was reported missing.

At the time Cook was reported missing, the vehicle he was believed to be driving was seen in the area of Williams Highway but it had been moved prior to law enforcement's arrival and was no longer at the location. An extensive search of the area where the vehicle had initially been seen was conducted by Search and Rescue operations and no evidence was located.

Cook's remains were discovered less than a mile from where the vehicle he was reportedly driving at the time of his disappearance. Contrary to social media outlets, only one body was recovered. Additionally, it had been reported the skeletal remains appeared to have been bound. This was determined not to be true. Evidence located at the scene supports this was a suicide by means of a self-inflicted gunshot wound.

The Oregon State Police was assisted by the Medford Police Department, Josephine County Sheriff's Office, Josephine County Search and Rescue, Jackson County Search and Rescue, and the Oregon State Medical Examiner's Office.

**Update** Investigators on scene of Officer Involved Shooting - Jackson County

On February 19th, 2017, at about 3:00am, a Central Point Police Officer attempted a traffic stop on a vehicle for traffic violations in the area of E. Pine St. and the I-5 overpass. The vehicle eluded the officer and eventually came to a stop in Don Jones Park off of Hamrick Rd.

The driver of the eluding vehicle exited and approached the officer while holding a firearm. This resulted in the officer firing his duty weapon at the suspect. The suspect/driver was shot and transported to an area hospital for treatment of potentially life threatening injuries. The Officer was uninjured during the incident.

As per standard protocol, the Jackson County Major Assault and Death Investigation Unit (MADIU) was activated and the Oregon State Police is leading the investigation in conjunction with the Jackson County District Attorney's Office.

MADIU is comprised of investigators from OSP, Medford Police Department, Jackson County Sheriff's Office, Central Point Police Department, Ashland Police Department and the Jackson County District Attorney's Office.

Investigators were assisted on scene by Mercy Flights, Fire District #3 and the Oregon State Police Crime Lab.

No further information is available for release at this time.

On February 19, 2017 at about 3:00AM, a Central Point Police Officer attempted a traffic stop on a vehicle for a traffic violation. The vehicle eventually stopped near the intersection of Vilas Rd. and Hamrick Rd.

An encounter occurred between the male operator of the vehicle and the Central Point Police Officer resulting in the officer firing his duty weapon. The male operator was shot and transported to an area hospital for treatment of potentially life threatening injuries. The male operator was believed to be in possession of a firearm at the time of the shooting.

The Jackson County Major Assault and Death Investigation Unit (MADIU) was activated and the Oregon State Police is leading the investigation per the request of the Jackson County District Attorney's Office.

MADIU is comprised of investigators from OSP, Medford Police Department, Jackson County Sheriff's Office, Central Point Police Department, Ashland Police Department and the Jackson County District Attorney's Office.

Investigators were assisted on scene by Mercy Flights, Fire District #3 and the Oregon State Police Crime Lab.

The investigation at the scene is nearly complete. Anyone who witnessed or heard the incident is asked to contact the Oregon State Police Dispatch Center at 541-664-4600.

There are no plans to hold a press briefing and no further information is available for release at this time.

OSP Seeks Public Assistance Identifying Witnesses of a Single Vehicle Crash on Highway 26 - Clatsop County (Photo)

On Wednesday February 15, 2017, at about 1:15 p.m., OSP Troopers were dispatched to a single vehicle crash on Highway 26 near milepost 29.5, in Clatsop County. The crash involved a black, newer model Dodge Challenger that went off the roadway and came to rest on a steep embankment. Emergency medical responders at the scene were in contact with a possible witness that left the scene prior to Trooper's arrival.

In an effort to improve public safety and assist the communities we serve, the Oregon State Police (OSP) is proud to announce a partnership with Advance Auto Parts/Carquest Auto Parts on our new "Car Care Program."

OSP Troopers will be offering drivers stopped for a minor equipment violation a voucher that provides a discount on automotive parts purchased at any Advance Auto Parts or participating Carquest Auto Parts store.

According to OSP Superintendent Travis Hampton, "When an OSP Trooper stops a vehicle for an equipment violation, they understand some individuals defer maintenance on their automobile to pay for other necessities instead, such as groceries and rent. The Car Care Program allows us in a small way to assist individuals and families with improving the safety of their vehicle and our highways. Every OSP Trooper understands they can influence the trajectory of a person's life, which is why 'Compassion' is a core value of our agency."

"We're pleased to partner with the Oregon State Police on the 'Car Care Program,'" said Advance's chief marketing officer, Walter Scott. "Advance is passionate about serving our customers and communities and our team members are always ready with the parts and advice that customers' need to keep their vehicles running safely."

Starting February 21, 2017, the Oregon State Police will start distributing these vouchers statewide. In 2016, the Oregon State Police issued over 20,000 warnings/citations for equipment violations. Seventy-seven percent of these violations were due to ORS 816.330 - Operating without Required Lighting. Required lighting includes all external vehicle lighting such as blinkers, headlights, and tail lights. These violations directly affect the safety of all vehicles on our roadways.

OSP Traffic Stop Results in large Methamphetamine Seizure (Photo)

On Monday, February 20, 2017 at approximately 1:45PM, an OSP Trooper stopped a 1999 Ford Expedition eastbound on I-84 near MP 71 for a traffic violation. The two occupants were identified as follows; the driver, 28 year old Edgar Vidal Nuno Naranjo from Rosarito, Mexico and passenger, 24 year old Oscar Arnulfo Fuller Leyva from Tijuana, Mexico.

During the course of the contact, the Trooper suspected the occupants were involved in criminal activity. Both Nuno Naranjo and Fuller Leyva provided their written consent to search the vehicle. Four large packages of suspected methamphetamine was discovered inside the vehicle in a cardboard box. The total approximate weight of the seized narcotics is 13.2 pounds.

Nuno Naranjo and Fuller Leyva were both taken into custody without incident and were lodged at Northern Oregon Corrections (NORCOR) in The Dalles. While the ultimate destination of these narcotics is uncertain, this seizure keeps a large quantity of narcotics from reaching our communities. OSP drug enforcement is continuing the investigation.

OSP Seeks the Public's Help with a Wounding of a Deer in the Cherry Grove Area - Washington County (Photo)

The Oregon State Police and Oregon Hunters Association are seeking information about a blacktail doe which was shot with an arrow out of season. The incident occurred in the area of Cherry Grove, Oregon and was first noticed by neighbors on Saturday Feb 11, 2017.

The Oregon Hunters Association offers rewards to persons, through their T.I.P. fund, for information leading to the issuance of a citation to a person(s), or an arrest made of a person(s) for illegal possession, killing, or taking of deer, as well as many other species. The reward in this case is currently $500.

Information on the T.I.P. Reward Program:

The Oregon Hunters Association offers rewards to persons, through their T.I.P. fund, for information leading to the issuance of a citation to a person(s), or an arrest made of a person(s) for illegal possession, killing, or taking of bighorn sheep, mountain goat, moose, elk, deer, antelope, bear, cougar, wolf, furbearers and/or upland game birds and water fowl. T.I.P. rewards can also be paid for the illegal taking, netting, snagging, and/or dynamiting of game fish, and/or shell fish, and for the destruction of habitat.

In addition rewards may be paid for information leading to the issuance of a citation to a person(s), or an arrest made of a person(s) who have illegally obtained Oregon hunting/angling license or tags. People who "work" the system and falsely apply for resident license or tags are not legally hunting or angling and are considered poachers.

Oregon Wildlife Foundation Donates ATVs to OSP to Support Wildlife Law Enforcement (Photo)

The Oregon State Police Fish and Wildlife Division recently received a donation of three ATV's from the Oregon Wildlife Foundation. The three ATV's will allow the Troopers to cover more area and be more effective in the enforcement of the Fish and Wildlife laws. The Oregon State Police is very appreciative of the donation by the Oregon Wildlife Foundation and their continued support.

Woman Missing from Lincoln City Area - Lincoln County (Photo)

On the evening of February 21, 2017, Lincoln City Police Department received a report that Lynette Kay PROPST, age 60, of Lincoln City, had been missing for a few days. PROPST was last contacted by text message on February 19, 2017.

Deputies from the Lincoln County Sheriff's Office located PROPST's 2002 Nissan Pathfinder parked and unoccupied in Rocky Creek State Park. A note in the window indicated that the Nissan had broken down and she would return for it soon.

A search of the area was conducted by the Lincoln County Sheriff's Office, Depoe Bay Fire and Rescue, and the United States Coast Guard. PROPST was not located and a search is on-going.

Oregon State Police is seeking the public's help in identifying any witnesses or the whereabouts of PROPST. Anyone with information is urged to call the Oregon State Police Dispatch Center at 503-375-3555.

PROPST is described as 5 feet 5 inches tall, 113 pounds, brown hair and brown eyes. More information will be released when it becomes available.
