Man Injured on Interstate 5

In the early morning hours on February 23, 2017 the Oregon State Police responded to a call of a male on Interstate 5 near milepost 34 in Jackson County. The subject was eventually located, had injuries and was transported to Rogue Regional Medical Center for treatment. There are additional law enforcement personnel in the area of Gold Hill attempting to locate possible suspect(s).

Josephine Man Arrested After Brief Standoff (Photo)

On February 23, 2017, at about 9:00 a.m., TY RAY NUNES, age 34, from Grants Pass was taken into custody after a brief standoff in Josephine County.

NUNES has been the subject of an extensive search for many months because of the numerous criminal activities he has been involved in, to include Felony Eludes, Robberies, Federal Warrants and Narcotics. The Oregon State Police learned NUNES may be at a residence in the 700 block of Cienaga Lane in Josephine County and responded to the area.

Additional law enforcement also responded and assisted in taking NUNES into custody after a brief standoff.

During the past few weeks law enforcement arrested seven other individuals while attempting to locate and arrest NUNES.

The Oregon State Police was assisted by Grants Pass Department of Public Safety, Josephine County Sheriff's office, Medford Police Department, Josephine County Parole and Probation, Federal Bureau of Investigation, Medford Area Drug and Gang Enforcement and Rogue Area Drug Enforcement.

Multi-Agency search warrant execution in the Dexter Area - Lane County

On Tuesday February 21, 2017, members of Lane County Interagency Narcotics Team (INET), assisted by members of Oregon State Police SWAT, ATF, FBI, the Rouge Area Drug Enforcement Team (RADE) and Reedsport Police Department, executed search warrants at 38534 Dexter Road, Dexter, Oregon and 82892 Minnick Road, Dexter, Oregon after an investigation involving the Unlawful Delivery of Methamphetamine. OSP SWAT was called to assist drug enforcement detectives due to the size and layout of the Dexter Road location.

Two adults were contacted and detained at the Minnick Road address and are facing charges for Possession and Delivery of Methamphetamine. Four adults were detained at the Dexter Road address. One 5 year old minor child was also present and was taken into protective custody by DHS Child Protective Services. Several adults are facing charges of Unlawful Possession and/or Unlawful Delivery of a Controlled Substance. The child's father is also facing additional charges of Endangering the Welfare of a Minor and Child Neglect in the First Degree.

According to OSP Sergeant Erik Fisher, task force officers seized Methamphetamine, Psilocybin Mushrooms and a firearm along with additional evidence of sales from the locations. This is an ongoing investigation and no further details are available.

The Lane County Interagency Narcotics Enforcement Team is comprised of personnel from the Oregon State Police, Lane County Sheriff's Office, Eugene Police Department, Springfield Police Department, FBI and Lane County District Attorney's Office.

Newport resident killed in Highway 101 crash - south of Newport (Photo)

On Saturday February 25, 2017 at about 7:40 a.m., OSP Troopers responded to a single motor vehicle crash on Highway 101 near milepost 136 (approximately four miles south of Newport). The involved vehicle, a green 2002 Ford Explorer, was northbound when the driver likely lost control due to icy conditions. The vehicle slid sideways across the highway and traveled over an embankment, coming to rest on its top in a small creek.

The driver, identified as 40 year old Newport resident, Edgar Mendez Romero, died at the scene as a result of the crash. He was wearing a safety belt when the crash occurred.

OSP was assisted by the Lincoln County Sheriff's Office, Newport Fire and Rescue, Depoe Bay Fire and Rescue, and ODOT. In addition to troopers from the Newport Area Command, members of the Oregon State Police Mobile Response Team (MRT) who have been working in the area due to the Newport Seafood and Wine Festival were called out and responded to assist with this crash and numerous other ice related crashes that occurred around the same time.

Fatal two vehicle crash on Highway 101 near Coos Bay

On Saturday, February 25, 2017, at approximately 8:40 a.m., OSP Troopers responded to a two vehicle crash on Highway 101 near milepost 249 (approximately 12 miles south of Coos Bay).

Preliminary information indicates a blue/grey 2010 Ford Taurus was northbound on Highway 101 when the driver observed an oncoming southbound white 2004 Nissan Xterra began to fishtail and leave its lane. The vehicles collided in the northbound lane and the Nissan Xterra caught on fire.

The driver of the Nissan Xterra died as a result of the crash. The identity of the driver is being withheld pending a next of kin notification.

Both occupants of the Taurus were transported to the Coos Bay area hospital for non-life threatening injuries.

Single Vehicle Fatal Crash - Crook County (Photo)

On February 27, 2017 at about 9:20 a. m., Troopers responded to a single vehicle crash on George Millican Road, which is 20 miles south of Pineville in Crook County.

When Troopers arrived on scene the vehicle, a 1995 Cadillac, was fully engulfed in flames and surrounding vegetation was burning. Once the fire was extinguished investigators determined there was one deceased person in the vehicle. At this time it is believed that only one person was in the car at the time of the crash and the identification of the driver is not yet known. Speed is believed to be a contributing factor into the cause of the crash.

OSP was assisted by the Crook County Sheriff's office, the Bureau of Land Management and Prineville Fire and Rescue.

Additional OSP Troopers Assist In Newport at Festival - Lincoln County (Photo)

The Oregon State Police Mobile Response Team (MRT) assisted the Newport Police Department and the OSP Newport Area Command with the Annual Seafood and Wine Festival this past weekend. This event can bring over 20,000 visitors to the area, which can put a strain on local law enforcement personnel and the Oregon State Police is committed to assisting local communities.

Over the four day event the OSP supported local area with additional traffic enforcement. The focus was on DUII enforcement, Distracted Driving, Seatbelt Usage and Speed Enforcement. There were over 9 DUII arrests, which is more than twice as many last year. There were three crashes, one which was a fatal crash. In addition, Troopers cited one person for Distracted Driving and warned another, five persons were warned for Seatbelt violations, 27 persons were warned for Speed violations and eight were cited, while 42 persons were warned for Lane Usage violations. Troopers warned 150 persons for other violations to include Driving While Suspended, Driving Uninsured, Fail to Obey Traffic Control Device, Equipment violations etc.

Several persons were lodged in jail on warrants and Troopers assisted Newport Police Department with a suicidal subject that jumped off the Yaquina Bay Bridge. The subject fell 130 feet from the bridge to the water and received only minor injuries.

The Mobile Response Team (MRT) provides augmented patrol presence during large scale events around the State of Oregon by means of foot patrols, bicycle patrols and general patrols. MRT also provides tactical response to our partner agencies to assist with civil unrest.

Death Investigation - McPhillips Beach - Tillamook County

On February 28, 2017, at about 6:25 p. m., OSP Troopers were dispatched to McPhillips Beach in Pacific City for a report of a deceased male in a vehicle. McPhillips Beach is about 24 miles south of Tillamook in Tillamook County.

When Troopers arrived, they located a 2004 GMC truck on the beach and found Christian J. TEETER, age 39, of Missouri, inside the vehicle deceased. The preliminary investigation determined that TEETER had died from a self-inflicted gunshot. Further investigation revealed that the GMC was also reported as being involved in a theft at the Pacific City Shell Station on February 25, 2017 and some of the items stolen were found in the vehicle.

OSP was assisted by Nestucca Rural Fire & Rescue, Tillamook County Sheriff's Department and the Tillamook County Medical Examiner's Office.

Investigation ongoing in Veneta area pedestrian versus vehicle fatal crash

On Wednesday March 1, 2017 at about 9:15 a.m., OSP Troopers, Lane County Sheriff's Office and emergency personnel responded to a vehicle versus pedestrian crash on Highway 126W near milepost 47 (near Cornerstone Drive in Veneta).

The preliminary investigation revealed a 50 year old Veneta resident was walking with his dog westbound on the shoulder of Highway 126W near Cornerstone Drive in Veneta. A silver colored 2007 Volkswagen Passat, was traveling westbound and for unknown reasons, traveled onto the shoulder, striking the male pedestrian.

The pedestrian was pronounced deceased at the scene. The driver of the Volkswagen, operated by 47 year old Eugene resident Shaynor Newsome, was not injured. This is an ongoing investigation and the identity of the deceased is being withheld until the next of kin notification has been confirmed.

OSP was assisted by the Lane County Sheriff's Office, Lane Fire Authority, Lane County District Attorney's Office, Lane County Medical Examiner's Office and the Oregon Department of Transportation.

On March 1st, 2017, after a two week bench trial, Stranger Raymond DAVIS was found Guilty of Murder and Felon in Possession of a Firearm. Sentencing will be at a later date.

Previous Release- August 9th, 2014

An ongoing investigation by detectives from the Oregon State Police (OSP) Criminal Investigations Division, with the assistance of Josephine County District Attorney's Office and Grants Pass Department of Public Safety, into the death of an adult male last Saturday south of Cave Junction led to an arrest of a 28-year old male. The suspect is being held in custody at Butte County, California jail as a fugitive from justice pending extradition to Josephine County where a warrant for Murder was issued.

According to OSP Sergeant Jeff Fitzgerald, OSP detectives identified STRANGER RAYMOND DAVIS, age 28, as a person of interest in the August 2, 2014, shooting death of MICHAEL CLYDE MacDONALD, age 61, from Cave Junction. The ongoing investigation indicated DAVIS may have fled to the Paradise, California area in Butte County. Working in conjunction with Paradise Police Department, their officers found DAVIS and arrested him on an unrelated warrant on August 6. A warrant was issued out of Josephine County, Oregon for Murder and DAVIS is now being held as a fugitive from justice pending extradition proceedings to return him to Oregon.

Previously released information indicated on August 2, 2014 at approximately 3:35 p.m., information was received by 9-1-1 and OSP Southern Command Center dispatch of a shooting in the 6000 block of Rockydale Road south of Cave Junction. OSP troopers responded and found a deceased adult male on the property who had been shot at least one time.

OSP and members of the Josephine County Major Crime Team were dispatched to investigate. The deceased male was identified as MacDONALD.

On February 24th, 2017, Tracy BENET was found Guilty by a Josephine County Jury for : Attempted Murder, Burglary in the First Degree (x3), Assault 2 (x2), UUW(x2) Criminal Mischief in the First Degree 1, Interfering with Making 911 call, Attempted Kidnapping First Degree, and Menacing. Sentencing will occur sometime in the future.

Oregon State Police (OSP) is continuing the investigation into Wednesday mornings stabbing in Josephine County.

On February 3rd, 2016 at approximately 7:10 a.m. OSP troopers from the Grants Pass Area Command responded to a report of a stabbing which occurred at 380 Murphy Creek Rd, Grants Pass, Josephine County. Upon their arrival they located one female victim who sustained a knife wound to her left torso and blunt force injuries to her hand and foot. The female victim was transported to Three Rivers Medical Center in Grants Pass with non-life threatening injuries. The victim will not be identified at this time as this is an on-going investigation.

The OSP Criminal Investigation Division assumed the investigation and subsequently arrested, TRACY BENET, age 51, listed as a transient. BENET was lodged at the Josephine County Jail for the following crimes:

-Attempted Murder
-Burglary I,
-Unlawful Use of Weapon (x2)
-Assault II.

Sex Offender Sweep-Lane County

Several local law enforcement agencies participated in a two day sex offender compliance sweep in the Springfield area. The Oregon State Police Sex Offender Registration Unit provided information for 70 sex offenders identified as living in the Springfield area who were out of compliance. This information was researched by State Police Crime Analysts to determine which offenders were no longer living in Oregon, were in custody, or were deceased. That information was provided to the OSP Criminal Division in Springfield where detectives compared the information to local law enforcement data management systems and further refined the group of sex offenders to be contacted. The end result was approximately 40 out of compliance sex offenders.

On February 21 and 22nd, 20 out of compliance sex offenders were arrested, 9 predatory sex offenders were contacted and confirmed to be in compliance, and several warrant arrests were made. All sex offenders arrested were also registered by the Springfield Police Department staff or the Oregon State Police Sex Offender Registration staff at the Springfield State Police Office, depending on where the offender was arrested and the level of their offense.

Investigators determined that approximately 12 of the sex offenders recently moved out of state and their information is being forwarded to the US Marshal's Office for additional follow up. A small number of sex offenders were not located, but are most likely still living in the area and there will be continued follow up on their behalf.

The following local law enforcement agencies participated in the Oregon State Police sex offender sweep: The Springfield Police Department, the Lane County Sheriff's Office, the US Marshals, and the Junction City Police Department.

Washington Man Loses Life in Crash - Tillamook County (Photo)

On March 3, 2017 at approximately 7:35 p. m., the OSP responded to a two vehicle fatal traffic crash occurred on US Highway 101 near milepost 81 in Tillamook County.

The investigation revealed a blue 1999 BMW M3, driven by Larry Dean CARNER, age 54, of Forks, Washington, was southbound when his vehicle crossed into the oncoming lane and into the path of a northbound gray 2002 Thomas bus that had been converted into a motorhome. The bus was driven by Michael Bryant GILMORE, age 27, of Estacada. Passengers in the bus included Jody Leeanne WOOD, age 27, and two children, a four year old female and a three year old male, all of Estacada. The front of the bus struck the right side of the BMW and both vehicles traveled off the roadway over an embankment east of the highway. Mr. CARNER died at the scene as a result of injuries sustained during the crash. None of the occupants of the bus were injured.

Assisting OSP were Nestucca Rural Fire and Rescue, Tillamook Regional Medical Center Ambulance, the Tillamook County Medical Examiner and the Tillamook County Sheriff's Office.

All adult occupants in both vehicles were wearing safety belts and the children were properly secured in child safety seats.

Fatal Crash On Hwy 26 East of Seaside - Tillamook County (Photo)

On March 4, 2017, at approximately 7:40 a. m., the OSP responded to a fatal motor vehicle crash on US Highway 26 near milepost 31. The incident occurred in Tillamook County and is approximately 36 miles east of Seaside.

The investigation revealed that a Toyota 4Runner was traveling westbound on US Highway 26, when the operator lost control on the icy roadway. The operator overcorrected, resulting in the Toyota traveling sideways down the westbound shoulder, striking several trees before coming to a rest. The driver was pronounced deceased at the scene as a result of the injuries from the crash.

The operator was identified as 55 year old ROBERTA ANN LUNDQUIST, of Portland. One lane was closed for approximately 5 hours while investigators processed the scene.

The OSP was assisted by Elsie-Vinemaple Volunteer Fire Department, Tillamook County Medical Examiner and the Oregon Department of Transportation.

Oregon State Police Asking For The Publics Help - Douglas County (Photo)

On March 3, 2017, at about 10:30 p. m., OSP Troopers from the Roseburg Area Command were dispatched to a two vehicle rear end crash on Interstate 5 near milepost 124. This is in Douglas County and is south of Roseburg. The suspect vehicle is a silver 2004 Hyundai SUV with Oregon plates with a large pink and a white sticker centered in the rear window. The operator of the vehicle, Janie L. LAFLEUR, age 33 of Roseburg was taken into custody later that evening and lodged at the Douglas County Jail for the charges of Reckless Driving, Reckless Endangering and Fail to Perform Duties of a Driver. The driver of the victim vehicle was injured in the crash.

The OSP is asking if anybody observed the suspect vehicle driving southbound on Interstate 5 prior to the crash from the Rice Hill area north of Sutherlin to the scene of the crash; please call OSP Sergeant Bowersox at 541-440-3345.

Reedsport Man Killed In Highway 101 Crash - Douglas County (Photo)

On March 7, 2017, at about 5:30 p.m., OSP Troopers and emergency personnel responded to the report of a two-vehicle collision on Highway 101, near milepost 206 (just north of Gardiner). Emergency personnel arrived on scene and found an adult male deceased.

Preliminary investigation revealed a 1997 Honda Accord attempted to cross Highway 101 northbound lanes from the northbound shoulder, near milepost 206. The Honda was struck by a 2016 Volkswagen Tiguan that had been traveling northbound on Highway 101. The driver of the Honda, John Lawrence WEASER, age 75, of Reedsport, was pronounced deceased at the scene. Passenger, Kimberly Sue WEASER, age 56, and passenger, Viola BRANNON, age 83, both from Reedsport, received non-life threatening injuries. Kimberly WEASER was taken to the Peace Harbor Hospital in Florence and BRANNON was taken to the Lower Umpqua Hospital in Reedsport.

The driver of the Volkswagen, Elaine Muir SHEARD, age 56, and passenger, Paul Mackenzie SHEARD, age 62, both on vacation from Scotland, were taken to the Peace Harbor Hospital in Florence with non-life threatening injuries.

Highway 101 was reduced to one lane, both northbound and southbound, while the investigation was conducted. OSP was assisted by Reedsport Police Department, Gardiner Fire, Western Lane Ambulance, Lower Umpqua Ambulance and the Oregon Department of Transportation. No further information to be released at this time.

Armed and Dangerous Fugitive Captured in Vale - Malheur County (Photo)

On March 8, 2017, an armed and dangerous fugitive, Christopher DELEON, age 32, of Nyssa, was located and arrested at a residence in Vale following an investigation and service of a search warrant.

A multi-agency effort comprised of the Oregon State Police Special Weapons and Tactics (SWAT), Oregon State Police Ontario Office, Ontario Police Department, Malheur County Sheriff's Office, and the US Marshals Service executed a search warrant at 3539 Stage Road, in Vale, as a result of an ongoing investigation into trying to locate and arrest DELEON.

The warrant was executed and the fugitive, Christopher DELEON, age 32, of Nyssa, was located and taken into custody without incident. DELEON had an outstanding warrant for his arrest stemming from a prior domestic dispute. DELEON's violent behavior, extensive threats toward law enforcement and others, in addition to knowledge of him being armed, prompted the use of OSP SWAT.

During the execution of the warrant, the following individuals were arrested for Hindering Prosecution:

Chauncey HASLER, age 36, of Vale
Larry RAGAN, age 65, of Vale
Clarissa MORENO, age 20, of Ontario
Christie VILLALPANDO, age 48, Payette, Idaho

All five subjects were transported and lodged in the Malheur County Jail.

This is an ongoing investigation and additional charges may be forthcoming against DELEON. No further information is available at this time.

Death Investigation - Man Fatally Shoots Self During Pendleton Police Department Traffic Stop - OSP Investigating

On Friday March 10, 2017, at approximately 3:23 p.m., a Pendleton Police Department Officer stopped a vehicle near the intersection of SW Quinney Ave and SW 41st Street for a traffic violation. Shortly after stopping the vehicle, the officer radioed that a shot had been fired.

Officers from the Pendleton Police Department and the Oregon State Police responded to the stop location. Upon arrival of responding officers, an attempt was made to establish contact with the driver and sole male occupant of the vehicle. The driver was unresponsive to police commands and officers were able to see inside the vehicle. Officer's observed driver was suffering from an apparent self-inflicted gunshot wound.

The driver was removed from the vehicle and officers began rendering medical care until the arrival of Pendleton Emergency Medical personnel at which time they began administering medical care. The driver was transported to St. Anthony Hospital and died while receiving care at the hospital.

The deceased driver of the vehicle has been identified as a 36 year old male from Pendleton. The name of the involved deceased male will be released pending notification of next of kin. The name of the involved officer will be released pending authorization by the Pendleton Police Department.

The Oregon State Police Criminal Investigation Division has assumed lead of this incident and is conducting the investigation. Anyone who witnessed the incident but has not yet been interviewed by Detectives is asked to call Detective Mike Wolf at 541-278-4090 ext. 4855.

No other information will be released pending completion of the initial investigation.

OSP Vehicle Hit - Seeks Public's Assistance in Identifying Driver - Interstate 5 at Milepost 268 - Marion County (Photo)

On March 11, 2017, at about 1:29 a.m., an unknown color vehicle traveling northbound on Interstate 5, at milepost 268, drifted off the right shoulder and crashed into a parked Oregon State Police marked Ford Explorer. The OSP Sergeant had to jump back into his car to avoid being hit and was uninjured. The vehicle continued northbound and the OSP Sergeant was unable to pursue the suspect vehicle.

Evidence at the scene indicates that the suspect vehicle is a 2000-2005, unknown color, Chevy Astro Van, with right front headlight and quarter panel damage.

The OSP Sergeant was parked on the shoulder, waiting and attempting to locate two unrelated vehicles that were reported to be speed racing in the area, when the OSP vehicle was struck.

Grants Pass Man Shot- Josephine County

On March 12, 2017 at about 3 p. m., Troopers and Josephine County Deputies responded to a reported shooting at a residence on Wilderville Lane, which is approximately 9 miles west of Grants Pass in Josephine County.

The investigation is ongoing and the Oregon State Police Criminal Division is leading the investigation. Upon law enforcement arrival, they located one male, Rucy PEREZ, age 50 from the Grants Pass area that was shot several times. PEREZ was transported to a local hospital and has since been moved to a hospital in the Springfield area. The home owner is cooperating with detectives and the investigation.

OSP was assisted by Josephine County Sheriff's office, Rural / Metro Fire Department and AMR.

No other information is available at this time as this is an active investigation.
