Endangered Missing Person-Jackson/Josephine County (Photo)

The Oregon State Police (OSP) is currently working a joint investigation with the Medford Police Department (MPD) on a Missing Person case. Kayla Lee YARBROUGH has not been seen since Thanksgiving 2016. Her family lives in Cave Junction and reported her missing in February of 2017.

Kayla is described as 20 years old, 5'02 and 130 pounds with red/strawberry blonde hair. See attached photo.

Investigators and family are concerned for her safety due to the fact that it is out of character for her not to stay in touch with her family or friends. Investigators believe she was last known to frequent the Cave Junction area.

Fatal Crash on Hwy 97 Near Milepost 285 -- Klamath County

On March 10, 2017 at approximately 3:50pm, the Oregon State Police responded to a single fatal motor vehicle crash on US Highway 97 near milepost 285. This incident occurred near the city limits of Midland.

The investigation revealed a white 1998 Toyota Land Cruiser occupied by four, was traveling southbound on Hwy 97 near milepost 285, when the driver lost control. The vehicle rolled several times and came to rest in a ditch on the southbound side of the roadway.
The right front passenger, identified as Jeffrey Lee Kuyper, at 52 of Central Point was pronounced deceased at the scene. The juvenile driver and two surviving juvenile passengers suffered non-life threatening injuries and were transported to Sky Lakes Hospital in Klamath Falls.

OSP was assisted by Klamath Fire Districts and Oregon Department of Transportation. No photos available at this time.

Fatal Crash on US Hwy 26 near Milepost 18 -- Clatsop County (Photo)

On March 14, 2017 at approximately 6:58 AM, the Oregon State Police responded to a fatal motor vehicle crash involving a pedestrian on US Highway 26 near milepost 18. This incident location occurred near the city limits of Seaside.

Preliminary investigation revealed a 2011 Subaru Legacy was traveling eastbound on US 26 near milepost 18. While traveling eastbound, the driver identified as Kathy Barnes, age 43, of Seaside Oregon struck a male pedestrian, who was standing in the travel portion of the roadway.

The deceased male has been identified as a 44 year old male from Ketchikan Alaska. The name of the involved deceased male will be released pending notification of next of kin.

OSP was assisted by Clatsop County Sheriff's Office Elsie Fire Department, MEDIX and Oregon Department of Transportation .The highway was closed for approximately 4 hours

Man Found Deceased Near Interstate 5 -- Jackson County (Photo)

On March 10, 2017 at approximately 9:30PM, OSP Troopers responded to a report of a deceased male next to Interstate 5 near Milepost 27 southbound, bordering the city of Medford in Jackson County.

When Troopers arrived on scene they located an adult male, identified as Cody James HALL, 56 years of age believed to be from the Oregon/California area, deceased. HALL was found on the shoulder next to the jersey barrier. The actual cause and manner of death is still under investigation, but there is no indication of foul play.

The Oregon State Police Criminal Division is conducting the follow-up investigation. No further information is available at this time.

OSP was assisted by Jackson County Sheriff's office and Medford Police Department.

On the evening of March 18, 2017, Lincoln City Police Department (LCPD) was notified by several Lincoln City parents of possible sex abuse crimes involving juveniles in the Lincoln City area. The Lincoln County Major Crime Team was called out and based on information obtained on March 17, 2017, the suspect was identified as Tyler William Lopez, age 22, from Lincoln City. Lopez was taken into custody and lodged at the Lincoln County Jail on the following charges: two counts of Display of Child/Sexual Conduct (B-Felony), one count of Sex Abuse First Degree (B-Felony), and four counts Sex Abuse Second Degree (C-Felony). It anticipated Lopez will be arraigned on these and possible additional charges in Lincoln County District Court on March 20th, 2017 at 1:15 PM.

Lopez is known throughout the Lincoln City area as a coach of youth basketball, football, and baseball. The Lincoln City Police is asking for any additional potential victims or witnesses who have not already spoken with investigators about these crimes to contact the Lincoln City Police at (541)994-3636. Please tell dispatchers you have information regarding case number 17-400.

This case remains under investigation by the Lincoln County Major Crime Team which is comprised of members of the Lincoln City Police, Lincoln County Sheriff's Office, Newport Police, Oregon State Police, Toledo Police, and the Lincoln County District Attorney's Office.
Lincoln City Police Department is lead investigating agency. At this time there is no further information to be released. Once Lincoln City Police Department determines there is additional information can be released, it will be released via Flash Alert.

Fatal Crash on US 26 near Milepost 55 -- Wheeler County (Photo)

On March 18, 2017 at approximately 7:30am, OSP was dispatched to a fatal crash involving two vehicles. This incident occurred west of city limits of Mitchell and just east of the city limits of Prineville.

Preliminary investigation revealed a black 2013 Dodge Ram, occupied by three, was traveling eastbound of US 26 near milepost 55 at approximately 50mph, when the driver veered off the roadway and struck a rock wall. The driver, identified as Scotty M. Ledford, age 31 from Prineville was pronounced deceased at the scene. The impact caused the 2013 Dodge Ram to cross the highway into the westbound lane of travel and then into a ditch. The vehicle was struck by a westbound blue 1995 Dodge pickup, driven by Kimberly Banta (male) age 55 from Sweet Home.

The 2013 Dodge Ram was also occupied by surviving front passenger, Angelica M. Luna, age 27 and a juvenile passenger who were transported by air ambulance to St. Charles Hospital in Bend for non-life threatening injuries. The passenger of the 1995 Dodge pickup, Jared Banta, age 42 of Sweet Home and Kimberly were not injured.

OSP was assist was assisted at the scene by ODOT, Wheeler County SO, Crook County SO, Crook County Fire and Rescue, Wheeler County Fire and Rescue. The highway was closed for approximately two hours with detours in place.

Two Killed In Early Morning Interstate 5 Crash - Douglas County

On March 19, 2017 at about 3AM, OSP Troopers responded to the report of a two vehicle head-on crash on Interstate 5 near milepost 124 (Roseburg).

Preliminary investigation revealed a 2014 Ford Focus was traveling northbound in the southbound lanes of Interstate 5 at what is believed to be a high rate of speed. The Ford struck a southbound 2005 Volkswagen Jetta head-on near the 124 southbound on-ramp. Both drivers, adult males, died at the scene. There were no other occupants in the vehicles.

OSP was assisted by Roseburg Police, Roseburg Fire and the Oregon Department of Transportation. Interstate 5 was reduced to one southbound of travel until 6AM.

The names of the drivers will be released once the next of kin notifications have been made. This is a preliminary release, more information will released later today.

Driver Arrested for DUII After Fatal Crash in Grants Pass

On March 18, 2017, at approximately 8:22 PM, Oregon State Police troopers and emergency workers responded to a reported single vehicle crash occurred at milepost 59 on Interstate 5 southbound. As a result of the crash, one occupant died from his injuries.

Preliminary investigation of the crash indicates a black 2000 Volkswagen Jetta, driven by Kim Parsley ( age 62 from Glendale, Oregon) was traveling southbound when the Jetta was rear ended by a 2010 Subaru Legacy. The Subaru, driven by Lindsey Johnson (age 28 from Grants Pass), fled the scene.

The crash caused the Volkswagen to flip onto its top and collide with a guardrail. Parsley was trapped in the vehicle and emergency workers had to extricate him from the vehicle with critical injuries. Parsley's passenger, Ashlan Parsley (age 18 from Glendale, Oregon) was able to remove herself from the vehicle but sustained serious injuries. Both Parsleys were initially transported to Three Rivers Medical Center. Kim Parsley was later transported to Rogue Regional Medical Center where he died from his injuries.

Approximately 20 minutes after the crash, one of the Oregon State troopers left the crash scene and stopped a vehicle, about a mile from the crash scene, for a lighting violations. The trooper stopped the Subaru and realized the vehicle had been involved in the crash. The driver was identified as Johnson and was ultimately arrested for DUII.

OSP was assisted by Grant Pass Fire and ODOT. The crash is still under investigation and OSP is working with the Josephine County District Attorney's Office for review of additional charges. No other information or photos are available.

Fish and Wildlife Troopers Cite Winston Man in Black Tail Deer Poaching Case - Douglas County (Photo)

The Oregon State Police Fish and Wildlife Division executed a search warrant early Sunday morning, concluding a year and half long investigation into the unlawful take of several black tail deer. Oregon State Police Troopers from the Albany and Roseburg area served a search warrant at a Winston address, where three sets of trophy black tail buck antlers and a center fire rifle were seized as evidence. David Barton, 28, of Winston, was cited and released on three counts of unlawful take/possession of buck deer. The search warrant was stemming from an investigation that showed Barton had killed several deer without any deer tags and was exceeding bag limits.

A violation of any provision of the wildlife laws (such as the unlawful take of deer), or any rule adopted pursuant to the wildlife laws, is a Class A misdemeanor if the offense is committed with a culpable mental state in Oregon. If convicted, a person can be charged with the maximum penalty of $6250, have their hunting privileges suspended and forfeit weapons or other items used in the commission of the crime(s).

Five Car Crash Claims the Life of a Scappoose Man Near the Sauvie Island Bridge - Multnomah County (Photo)

On March 22, 2017, at about 9:55 a.m., Oregon State Police Troopers from the St. Helens Worksite responded to a five vehicle crash on US 30 near milepost 10.5, just east of the Sauvie Island Bridge.

Preliminary information indicates that a red 2004 Ford Ranger pickup, operated by Lewis DEMARS, age 58, of Scappoose, was traveling eastbound on US 30 when the Ranger crossed over the centerline and into oncoming, westbound traffic. The Ranger struck a 2012 Toyota Camry, operated by Steven RICHARDS, age 46, of Vancouver, Washington, nearly head-on. The Camry began to spin and hit the side of a 2007 Kenworth dump truck, operated by Michael WILLIAMS, age 38, of Portland, which was also traveling westbound. After colliding with the dump truck, the Camry traveled across the centerline and into oncoming eastbound traffic, where it collided head-on with a 2010 Honda Fit, operated by Laurie DAVIS, age 61, of Scappoose. The Ranger continued eastbound a short distance after striking the Camry, where it crashed head-on into a 2003 GMC utility van, operated by Breckon SCOTT, age 26, of Camas, Washington, that was traveling westbound.

DEMARS was pronounced deceased at the scene. RICHARDS, DAVIS and SCOTT were transported to Emanuel Hospital with injuries. WILLIAMS was uninjured and remained on scene.

Both lanes of US 30 remained closed for approximately three hours while Troopers investigated the crash. Oregon State Police was assisted on scene by Portland Police Bureau, Multnomah County Sheriff's Office, Portland Fire and Rescue, Scappoose Fire and Rescue and Oregon Department of Transportation.

Fish and Wildlife Troopers Seek the Public's Help in an Eagle Poaching Case - Curry County (Photo)

On March 20, 2017, an OSP Fish and Wildlife Division Trooper responded to a report of a Bald Eagle that had been killed and dumped at the mouth of the Winchuck River near Brookings. The Bald Eagle's talons had been cut off and illegally taken. An examination of the Bald Eagle showed no sign of visible injuries that would have led to the death of the bird. The taking of the Eagle's talons without a permit is a violation of the Bald and Golden Eagle Protection Act of 1940. Penalties under the Act can include jail time and a fine of $100,000 or more, depending on the circumstances. Bald Eagles are also protected under Oregon's Wildlife Laws.

Highway 20E Crash Claims the Life of a Yoncalla Woman - Deschutes County

On March 24, 2017, at about 1:44 p.m., Oregon State Police Troopers and emergency personnel responded to the report of a two-vehicle crash on Highway 20E near milepost 43, at the Brothers rest area.

Preliminary investigation revealed that a 2005 Nissan Altima, operated by Amber Dawn WILSEY, age 40, and passengers Teresa Ann HALEY, age 66, both of Yoncalla, and Ross Anthony DENTEN, age 46, of Oakland, was traveling westbound when a 2010 Toyota Rav4, operated by Mary Virginia BOSWELL, age 84, of Seneca, traveling eastbound, attempted to make a left hand turn into the Brothers Rest Area. The Toyota's front passenger side corner impacted the front of the Nissan causing extensive damage. HALEY suffered fatal injuries as a result of the collision. WILSEY, DENTEN and BOSWELL suffered serious injuries and were transported to a Bend area hospital.

The westbound lane of Highway 20E was closed for approximately six hours while Troopers investigated the crash.

OSP was assisted by Deschutes County Sheriff's Office, Bend Fire and Oregon Department of Transportation. More information will be released when it becomes available.

Troopers Arrest a Terrebonne Man during a Rally at the Capitol Mall - Marion County

On March 25, 2017, at about 11:00 a.m., Oregon State Police Troopers responded to the area just outside the Oregon Capitol where 200 to 300 people of two opposing groups were involved in a disturbance. One person identified as Matthew Curtis HEAGY, age 31, of Terrebonne, used pepper spray and sprayed a trooper. The subject was detained and found to also be carrying a concealed firearm.

It was determined that HEAGY is a convicted felon and was in possession of a Firearm. During the time of the event, the firearm was never displayed.

HEAGY was arrested for the following charges:
* Felon in Possession of a Firearm
* Carry Concealed Weapon - Firearm

This is an active investigation and no further information is available.

Fatal Pedestrian Crash on Interstate 5 at Milepost 33 - Jackson County (Photo)

On March 24, 2017, at about 5:28 p.m., Oregon State Police Troopers and emergency personnel responded to the report of a pedestrian that was struck on Interstate 5, near milepost 33 (Central Point area). Upon emergency crews arriving on scene, they discovered the adult male pedestrian had sustained life threatening injuries.

Preliminary investigation revealed a 2017 Freightliner towing a box trailer, operated by Steve Glenn PEMBERTON, age 52, of Red Bluff, California, was traveling southbound on Interstate 5, in the right lane, when he observed a person run onto the highway. PEMBERTON was unable to avoid colliding with the pedestrian. The pedestrian was transported to Asante Rogue Regional Medical Center for treatment and later pronounced deceased at the hospital for injuries sustained during the crash. The pedestrian has not yet been identified.

PEMBERTON was not injured and is cooperating with investigators as they conducted a reconstruction of the crash site. One lane was closed for approximately three hours following the crash until both lanes were reopened.

OSP was assisted at the scene by the Oregon Department of Transportation, Central Point Police Department, Jackson County Sheriff's Office, Mercy Flights Ambulance, and Fire District Three.

***Update - Name Release*** Fatal Beach Accident at South Jetty Park Beach - Coos County

Update:

The deceased female is Aurora GENAI SHEFFEL, age 14, of Eugene.

Previously released:

On March 25, 2017, at about 4:00 p.m., Oregon State Police Troopers and emergency personnel responded to South Jetty Park Beach in Bandon, where a log had rolled on top of a juvenile. Upon emergency crews arriving on scene, they discovered the juvenile female that had sustained life threatening injuries.

Preliminary information indicates that a 14-year-old juvenile from Eugene was playing on a log, in the heavy receding tide, when the log rolled on top of her. Witnesses were able to remove the victim from underneath the log after several attempts. Despite the efforts of a responding Bandon Police officer, who administered CPR and the paramedics who performed life saving measures, the victim succumbed to her injuries. The victim was pronounced deceased at South Coos Hospital.

OSP was assisted by Bandon Police Department, Coos County Medical Examiner, Coos County Sheriff Office and Bay Cities Ambulance.

More information will be released when it becomes available.

Fatal Crash on Highway 11 at milepost 8 - Umatilla County (Photo)

On March 28th, 2017 at approximately 1:14pm Oregon State Troopers from the Pendleton Area Command responded to a report of a multi-vehicle crash on HWY 11 near milepost 8.

Preliminary investigation revealed a 2008 Ford Explorer operated by Kalli Rae Thompson, age 27 of Bismarck, North Dakota was traveling northbound near milepost 8 when for an unknown reason, her vehicle entered the southbound lane and sideswiped a southbound, 2016 Commercial Motor Vehicle and trailer operated by Dmitriy L. Ryabchinskiy, age 39 of Vancouver, Washington. During the initial collision with the commercial motor vehicle, the rear dual wheels of the trailer were torn off. A second commercial motor vehicle traveling southbound struck debris from the Explorer. The Explorer then traveled off the south shoulder of the roadway and rolled onto its top.

THOMPSON was partially ejected during the collision and pronounced deceased at the scene. The driver of both commercial motor vehicles were uninjured in the collision.

A hazardous materials team responded to the scene of the crash due a diesel spill that occurred during the collision. The roadway was shut down for several hours to allow for scene investigation and removal of the crashed vehicles.

The Oregon State Police was assisted at the scene by the Oregon Department of Transportation, Umatilla Tribal Police, Pendleton Fire and Medics, Helix Fire, and the Hermiston Regional Hazmat Team.

Fatal Crash on Hwy 372 near milepost 21 -- Deschutes County (Photo)

On March 30, 2017 at approximately 10:20am, OSP was dispatched to a serious injury crash involving two vehicles. The crash occurred near the entrance to the Sunrise Lodge on Mount Bachelor which is on Hwy 372 near milepost 21.

Preliminary investigation revealed a gray 2002 Suzuki SUV, occupied by three, was traveling westbound on SR 372 near milepost 21 when the driver lost control of his vehicle on the snow/ice covered roadway. The vehicle went into the path of a white 2005 Chevrolet Express Van that was traveling eastbound.

The driver of the Suzuki SUV, a 39 year old male from Eugene, Oregon was seriously injured as a result of the crash and had to be extricated from the vehicle. The driver's two children, both males ages 11 and 16, accompanied him in the vehicle. The 11 year old male was critically injured and died during transport to the hospital. The surviving 16 year old male sustained moderate injuries. Bend Fire & Rescue transported all occupants to Saint Charles Medical Center in Bend, Oregon. Next of kin notifications have been made.

The Chevrolet Express van was driven by Stephen Richardson, age 60 from Bend, Oregon. Richardson sustained minor injuries and was also transported by Bend Fire & Rescue to St. Charles Medical Center in Bend, Oregon.

OSP was assist was assisted at the scene by ODOT, Deschutes County SO, Mt. Bachelor Ski Patrol, Air Link, Bend Fire & Rescue, Sun River Fire Department and numerous good Samaritans. The highway was closed for several hours while an OSP Crash Reconstructionist investigated the scene and the vehicles were able to be removed. The investigation is ongoing.

Gresham Man Dies in a Fatal Crash on Interstate 205 near milepost 13 - Clackamas County (Photo)

On March 26, 2017, about 10:46 p.m., OSP Troopers and emergency personnel responded to the report of a two-vehicle head-on crash, on Interstate 205 near milepost 13 (Clackamas County).

Preliminary investigation revealed a 2006 Dodge Magnum, operated by Bryan Kevin SHERBAHN, age 49, of Clackamas, was northbound when, for unknown reasons, it crossed the median and struck a southbound 1997 Ford Ranger, operated by Thomas Charles DURHEIM, age 60, of Gresham, head-on. DURHEIM was pronounced deceased at the scene and SHERBAHN was transported to OHSU Hospital for treatment of his injuries. There were no other occupants in the vehicles.

OSP was assisted by the Clackamas County Sheriff's Office, the Oregon Department of Transportation, Happy Valley Police, Clackamas County Criminal Reconstruction and Forensics Team (CRAFT) and Clackamas County Fire Department. The Highway was closed for 6 hours for purposes of the investigation.

Alcohol is being investigated as a contributing factor in the crash. More information will be released when it becomes available as this is an ongoing investigation.

Oregon State Police Seizes Approximately 6 kilos of Cocaine from Traffic Stop (Photo)

On March 31, 2017, shortly after 1:00am, an Oregon State Police Trooper stopped a vehicle on Interstate 5 near milepost 33 for a traffic violation. The stop occurred north of Medford, in Jackson County. The driver, 30 year old Juan Yonic PEREZ PALAFOX, is from the state of Washington. He was the only occupant of the vehicle - a 2007 Mercury SUV.

The Trooper suspected criminal activity and PEREZ PALAFOX consented to a search of his vehicle. Troopers located the narcotics in the back seat. PEREZ PALAFOX was taken into custody and lodged in the Jackson County Jail on the charges of Possession, Delivery, and Manufacturing of Cocaine. The investigation is ongoing and no further information is available at this time.

Three Vehicle Crash Claims Life of California Woman -- Klamath County

On April 2, 2017 at approximately 12:40pm, Oregon State Troopers responded to a multi-vehicle crash on Highway 97 near milepost 286, which is about 10 south of Klamath Falls in Klamath County.

Preliminary investigation indicates that a 1994 Chevrolet pickup, operated by Jesus FLORES-NUNEZ, age 61, of Bend, OR, was traveling northbound on Hwy 97 when for an unknown reason was rear-ended by a 2017 Chrysler van, operated by Tamatha Crystal MARTIN, age 38, from California. The van then traveled into the southbound lane and collided head on with a 2014 Dodge pickup, operated by Karen WILSON, age 59, from California. MARTIN was pronounced deceased at the scene.

The passenger with MARTIN, Trevor FOSTER, age 23, from Florida, was taken by air to Rogue Regional Medical Center in Medford. The passengers in the Dodge pickup, Tina HOYIM, age 53, and Melissa Strubel, age 50, were transported to Sky Lakes Medical Center. Martha FLORES, age 61, was traveling with her husband in the Chevrolet pickup and they were transported to Sky Lakes Medical Center. The extent of their injuries is unknown.

Both lanes of Hwy 97 remained closed for approximately nine hours while Troopers investigated the crash. Oregon State Police was assisted on scene by Klamath County Fire Districts 1 and 4, Klamath County Sheriff's office, Kingsley Field Fire Department, Klamath Air Link and the Oregon Department of Transportation.
