OSP investigation results in criminal charges against Klamath County Sheriff's Office Corrections Officer

On March 14, 2017, the Klamath County Sheriff's Office contacted detectives with the Oregon State Police Klamath Falls Area Command regarding information that one of their corrections officers may be having an inappropriate relationship with an inmate at the jail.

After Klamath County Jail staff administration became aware of the possible inappropriate relationship involving a male corrections officer and a female inmate, they immediately referred the investigation to the Oregon State Police.

Oregon State Police detectives interviewed the female inmate at the Klamath County Jail. During the course of the interview, the inmate disclosed sexual contact with the corrections officer.
The Klamath County Sheriff's Office placed the corrections officer on administrative leave following the disclosure.

Oregon State Police Detectives completed a comprehensive investigation resulting in confirmation that the defendant had committed two misdemeanor crimes. The investigation was then referred the Klamath County District Attorney's Office for review.

On April 4, 2017, as a result of the findings of the investigation, the Klamath County District Attorney's Office filed misdemeanor charges of Custodial Sexual Misconduct in the 2nd degree and Official Misconduct in the 1st degree against Bradley Marc Davis, age 26.

On April 5, 2017, Mr. Davis was arraigned in Klamath County Circuit Court on the above listed charges. Mr. Davis pled guilty to Custodial Sexual Misconduct 2nd degree and Official Misconduct in the 1st degree.

Early morning crash north of Marcola kills local area resident

On April 6, 2017 at about 3:30 am, Oregon State Police Troopers and Lane County Sheriff's Office Deputies responded to a report of a single vehicle crash on Marcola Road near milepost 13. (Marcola area)

The preliminary investigation revealed a red 1999 Ford Mustang, operated by 24 year old Marcola local, Chadley Crespo, and passenger, 27 year old Marcola resident, Rian Moore, were traveling southbound on Marcola Road near milepost 13. The mustang traveled over the oncoming lane, crashed into a driveway access, and ended on its passenger side.

The driver, Crespo was transported to a Springfield area hospital for serious injuries. The passenger, Moore was killed as a result of the crash and was not wearing safety restraints at the time of the crash.

This is an ongoing criminal investigation and alcohol is a contributing factor. OSP was assisted on scene by the Lane County Sheriff's Office and the Lane County District Attorney's Office. Further information will be released as it becomes available.

Fatal crash on Highway 78 east of Burns (Photo)

On April 5, 2017 shortly after 9:00 am, Oregon State Police Troopers responded to a motorcycle versus commercial motor vehicle crash on Highway 78 and Newton Road, 21 miles east of Burns.

Preliminary investigation revealed that both vehicles were traveling eastbound on Highway 78. The motorcycle operator, 42 year old Gresham resident Joshua Grant, slowed to turn left onto Newton Road. The semi-tractor trailer, operated by 42 year old Nevada resident Terry Farris, began to pass on the left as the motorcycle turned into the passenger side of the CMV.

Grant was pronounced deceased at the scene as a result of the crash. Farris was not injured and the incident was determined to not criminal in nature.

OSP was assisted by the Harney County EMS, Harney County Sheriff's Office, Harney County District Attorney's Office and the Oregon Department of Transportation.

****Update Oregon State Police Asking for Publics Help*** Oregon State Police Investigate Shooting in Josephine County (Photo)

UPDATE:

The Oregon State Police Criminal Investigations Division is asking for the public's help in locating Jacy Kevin MCMANUS, who is a person of interest in the shooting that took place in Wolf Creek in the early evening hours of April 6, 2017.

The person of interest is 35 year old, Jacy Kevin MCMANUS and is from the Wolf Creek/Roseburg area. He is 5'11", 185 pounds with, brown hair (freshly shaved head), blue eyes and a goatee. He has tattoos on the front of his shins (white pride) and on his knuckles (pain). He was last seen wearing a black Glendale Pirates hooded sweatshirt with tan or green pants.

If located, do not contact MCMANUS as he may be armed; contact the Oregon State Police at 541-776-6111.

The victim in the shooting is 55 year old, Conal Moran, of the Wolf Creek area. He remains in the hospital at this time. No further information is available on his condition.


Previous release:

On April 6, 2017 at about 5:00pm, the Oregon State Police responded to the Wolf Creek area on a shooting off of Lower Wolf Creek Road, which is about 18 miles north of Grants Pass in Josephine County.

Oregon State Police Troopers and Josephine County Deputies secured the scene while Oregon State Police Detectives responded to investigate. The Preliminary investigation determined that one male was shot, transported to Rogue Regional Medical Center in Medford and his injuries are non-life threatening at this time.

The investigation in ongoing and the suspect, although not in custody is not a threat to the community.

There is no further information available at this time.

Washington woman loses life in fatal crash - Willamette Pass Lane County (Photo)

On April 7, 2017 at approximately 2:30 pm, OSP Troopers responded to a fatal single vehicle crash on Highway 58 near milepost 52. This location is about 17 miles east of Oakridge.

Preliminary investigation indicates a grey 2016 Ford Focus, operated by 35 year old Tacoma Washington resident Kami Palmer and passenger, 41 year old Frederick Larry, also from Tacoma, was traveling westbound on Highway 58. Palmer was executing a pass and for unknown reasons lost control of the vehicle. The Ford traveled off of the roadway and crashed into a tree, coming to a rest in the ditch.

Both Palmer and Larry were transported via ground ambulance to the Riverbend Hospital in Springfield. Palmer died as a result of injuries sustained in the crash and Larry is being treated for serious injuries.

Speed is considered to be a contributing factor in the crash and both occupants were wearing safety restraints. OSP was assisted at the scene by ODOT, Crescent Fire and Rescue and Oakridge Fire and Rescue.

Ongoing officer involved shooting investigation - Marion County

The Oregon State Police is continuing the investigation into today's officer involved shooting in Marion County.

Preliminary information indicates that on Friday, April 7th, at 12:16pm, Sergeant JASON HICKAM, a 15-year veteran of the Marion County Sheriff's Office, made a traffic stop on a vehicle on Boones Ferry Rd near Highway 99E, driven by JUAN FRANCISCO MARTINEZ (35). A confrontation ensued, and Sergeant HICKAM was injured by the vehicle as it fled the scene. Sergeant HICKAM fired one shot towards MARTINEZ during this incident.

Sergeant HICKAM was released from a local hospital shortly after receiving treatment for his injuries and is recovering. Media is asked to respect his privacy at this time.
MARTINEZ was apprehended at 4:35pm by the Salem Police Department. He will be lodged at the Marion County Jail.

Sergeant HICKAM has been placed on paid administrative leave as is statutorily required during Senate Bill 111 officer use of force situations.

Subsequent information will be released by the Marion County District Attorney's Office as it becomes available.

Deputy Injured During Traffic Stop (Photo) - 04/07/17
The investigation into today's events is still continuing and being lead by the Oregon State Police. The Sheriff's Office can confirm that the deputy involved in today's events sustained minor injuries and is expected to make a full recovery.

This is currently an active investigation and the Sheriff's Office is not prepared to release any further details. The Sheriff's Office is turning all additional media communication over to the Oregon State Police.

Today at 12:16 p.m. a deputy with the Marion County Sheriff's Office attempted to stop a vehicle on Boones Ferry Road NE near Highway 99 near Woodburn. At some time during the interaction the vehicle struck the deputy and shots were fired. During the altercation the deputy did suffer injuries from being struck by the vehicle and he is being treated at a local hospital.

Pursuant to the guidelines set forth in Senate Bill 111 the Marion County Sheriff's Office has asked the Oregon State Police to be the primary investigating agency. There are no additional details at this time.

Oregon State Police Detectives seeking information in shooting - Cave Junction

Just after 2:00 am, on April 9, 2017, Oregon State Police Troopers assigned to the Grants Pass Patrol Worksite, responded to a reported shooting occurring in front of Art's Red Garter Steakhouse in Cave Junction. Upon arrival, one male was discovered with a gunshot wound to the chest. The male was identified as 32 year old Cave Junction resident, Andre Dwayne Wright. Wright was transported to the Rogue Regional Emergency Room for critical injuries.

OSP detectives assigned to the Major Crimes Section in Central Point responded and are investigating the incident. There have been no arrests made in connection with this shooting. Anyone with information regarding this event is encouraged to contact the Oregon State Police Southern Dispatch Center at (541) 664-4600.

OSP Traffic stop results in large Methamphetamine seizure (Photo)

On Wednesday, April 5, 2017 an OSP Trooper stopped a 1996 Ford Taurus bearing a California license plate for a turn signal violation northbound on I-5 near milepost 243, which is in Marion County.

During the contact with the two occupants, the Trooper suspected criminal activity and requested consent to search, which was granted. The search revealed approximately 14 pounds of methamphetamine in a garbage bag in the trunk of the car. The driver, 47 year old Arturo Lua Carbajal and passenger, 54 year old Ernesto Chavez-Cruz were both arrested and lodged at the Marion County jail for possession and distribution of methamphetamine.

OSP drug enforcement Detectives are continuing the investigation.

Suspect identified in offensive littering case in Tillamook County (Photo)

On February 12th, 2017, Fish and Wildlife Troopers from the Tillamook OSP office received multiple complaints of an abandoned boat along scenic Highway 6 near milepost 31. The boat was overflowing with household trash and tires. Some of the trash was scattered down the embankment and into the Wilson River.

All of the boats identifying numbers had been altered or scratched off to avoid detection, making the boat's original owner extremely hard to track down. After a long and thorough investigation, taking the Troopers into various cities outside their normal area of operation, they discovered that the suspect had moved from St Helen's to Beaverton and could not keep the boat at his new residence.

The suspect was identified as 28 year old Justin Lee Savage who was criminally cited and released for littering within 100 yards of a waterway.

The Oregon Department of Transportation crews removed the boat from the highway right of way and picked up trash from the Wilson River. Restitution for costs accrued during the removal of the vessel and trash will be sought, upon conviction.

Two Dallas Men Sentenced after Poaching and Wasting Trophy Bull Elk (Photo)

David Bruce Maxfield Jr. (age 26) of Dallas entered a guilty plea in the Benton County Circuit Court to one count of Taking, Angling, Hunting, or Trapping in Violation of Wildlife Law or Rule as a Class A Misdemeanor. Allen Craige Boal (age 26) of Dallas entered a no contest plea in Benton County Circuit Court to one count of Taking, Angling, Hunting, or Trapping in Violation of Wildlife Law or Rule as a Class A Misdemeanor. Additional wildlife offenses were dismissed as part of the plea bargain.

Subject to the plea deal Maxfield was sentenced to:

-12 months of Bench Probation
-Perform 40 hours of community service
-Forfeit all wildlife seized during investigation
-Forfeit weapon seized during investigation
-Pay $7,600 in fines, fees, and restitution
-Hunting privileges suspended for a period of 3 years

Subject to the plea deal Boal was sentenced to:

-12 months of Bench Probation
-Perform 40 hours of community service
-Pay $7,600 in fines, fees, and restitution
-Hunting privileges suspended for a period of 3 years

The charges stemmed from an investigation by the Oregon State Police Fish and Wildlife Division Mid-Valley Team which concluded both subjects engaged in the unlawful take of a trophy 6x6 bull elk in the Kings Valley area of Benton County. The bull elk was killed by Maxfield and neither subject possessed the proper tag. The subjects left the bull elk to waste, only recovering its head/antlers. As a result of the investigation the trophy class bull elk and Maxfield's bow were seized. Boal had a previous wildlife offense conviction.

A violation of any provision of the wildlife laws (such as the unlawful take of deer), or any rule adopted pursuant to the wildlife laws, is a Class A misdemeanor if the offense is committed with a culpable mental state in Oregon. If convicted, a person can be charged with the maximum penalty of $6250, have their hunting privileges suspended and forfeit weapons or other items used in the commission of the crime(s).

The Oregon Hunters Association offers rewards to persons, through their T.I.P. fund, for information leading to the issuance of a citation to a person(s), or an arrest made of a person(s) for illegal possession, killing, or taking of bighorn sheep, mountain goat, moose, elk, deer, antelope, bear, cougar, wolf, fur-bearers and/or upland game birds and water fowl. T.I.P. rewards can also be paid for the illegal taking, netting, snagging, and/or dynamiting of game fish, and/or shell fish, and for the destruction of habitat.

In addition rewards may be paid for information leading to the issuance of a citation to a person(s), or an arrest made of a person(s) who have illegally obtained Oregon hunting/angling license or tags. People who "work" the system and falsely apply for resident license or tags are not legally hunting or angling and are considered poachers.

OSP Requests Assistance Identifying Two Men (Photo)

OSP F&W Division for The Dalles Area Command would like the public's assistance in identifying the two men in the attached photos. They are believed to be involved with wildlife violations that occurred on the White River Wildlife Area near Tygh Valley during the winter closure on 2/24/17. Any info regarding these men can be forwarded to Senior Trooper Craig Gunderson at 541-980-2693.

The White River Wildlife Area north of Badger Creek Road is closed during the winter months from December 1 through March 31 to protect wintering wildlife.

Two more men, one from Toledo and the other from Albany sentenced after Poaching convictions in Benton County (Photo)

Brandon J. Yamanaka (age 30) of Toledo entered a guilty plea in the Benton County Circuit Court to one count of Taking, Angling, Hunting, or Trapping in Violation of Wildlife Law or Rule as a Class A Misdemeanor. Christopher J. Martin ( age 33) of Albany entered a no contest plea in Benton County Circuit Court to one count of Taking, Angling, Hunting, or Trapping in Violation of Wildlife Law or Rule as a Class A Misdemeanor. Multiple additional wildlife offenses were dismissed as part of the plea bargain.

Subject to the plea deal Yamanaka was sentenced to:

-24 months of Bench Probation
-Perform 80 hours of community service
-Forfeit all wildlife seized during investigation
-Forfeit firearm / weapon seized during investigation
-Pay $15,650 in fines, fees, and restitution
-Hunting privileges suspended for a period of 5 years

Subject to the plea deal Martin was sentenced to:

-24 months of Bench Probation
-Perform 80 hours of community service
-Forfeit all wildlife seized during investigation
-Forfeit firearm / weapon seized during investigation
-Pay $8,150 in fines, fees, and restitution
-Hunting privileges suspended for a period of 3 years

The charges stemmed from an investigation which resulted in the service of several search warrants by the Oregon State Police Fish and Wildlife Division Mid-Valley Team. As a result of the investigation multiple trophy class black tailed deer taxidermy mounts, turkey parts, bows and a shotgun were seized. The subjects had taken animals closed season and had been involved in taking multiple animals a season without the proper or sufficient number of tags. Yamanaka had a previous wildlife offense conviction.

OSP and ODFW rescue an injured Bald Eagle in Hood River (Photo)

On Tuesday, April 11, 2017, OSP received a report from Hood River resident Jeff Wallace of an injured Bald Eagle on Post Canyon Road just outside of Hood River. Mr. Wallace was coming down Post Canyon on a dirt bike when he encountered the large eagle sitting on the side of the road. Mr. Wallace said the eagle was unable to fly so he reported it to OSP and left an identifying marker on the road nearby. Numerous other reports were made regarding the eagle, indicating it was flying very low and appeared unsteady in flight before it crashed into a small creek.

OSP and ODFW arrived and located the injured eagle approximately 45 minutes after the report from Mr. Wallace. The eagle was transported by ODFW to the Rowena Wildlife Clinic for treatment. The clinic reports the eagle does not have any obvious injuries and is conscious and alert. The clinic is working to determine the cause of the eagle's illness and has taken blood samples for analysis. They will also be taking x-rays to determine if there are any spinal injuries or other fractures.

CMV Crash closes Hwy 38 at Scottsburg Bridge (Photo)

On Wednesday April 12, 2017 at approximately 4:00PM, OSP Troopers responded to the report of a commercial motor vehicle crash on the Scottsburg Bridge, which is on Hwy 38 near milepost 16.

The CMV was hauling empty wooden pallets and crashed through a bridge railing, trapping the driver, 26 year old Sergi Borodin from Seattle in the cab. Borodin was extricated by rescue personnel and transported to a local hospital for minor injuries and later released. The crash resulted in a trailer falling into the river and pallets floating downstream. Diesel fuel from the CMV also spilled into the river and is being addressed by DEQ.

Speed is considered a contributing factor in the crash and Borodin was issued a citation for several traffic violations. Hwy 38 remains closed while the bridge is inspected and repaired. Travelers should use alternate routes Oregon 42 or Oregon 126. There is no ETA to reopen the highway. ODOT bridge engineers are on site with ODOT maintenance staff. Closure signs are located along Oregon 38 in Reedsport and Elkton as well as on Interstate 5 and U.S. 101.

OSP was assisted by the Scottsburg Fire Department, Douglas Sheriff's Office, Reedsport Police Department, ODOT and the Coos Bay Fire HAZMAT Team.

Investigation Continuing into a Propane Explosion in La Grande - Union County (Photo)

On April 13, 2017 at approximately 11:23 a.m., multiple agencies responded to 2203 Watson Street in La Grande for the report of a structure fire/explosion.

Upon arrival of emergency crews, they discovered the Ed Staub and Sons Petroleum shop fully engulfed in fire. It was determined that the building was not occupied at the time of the explosion and no injuries were reported. The cause of the fire is under investigation.

The multi-agency response consisted of the La Grande Police Department, Union County Sheriff's Office, Union County Parole and Probation, Oregon State Police, La Grande Fire Department, La Grande Rural Fire Department, and Oregon Department of Transportation.

A temporary evacuation of the La Grande Rendezvous RV Resort and closure of adjacent roadways was in place while the fire was active.

This is a preliminary release, more information will be released when it becomes available.

OSP Investigating Fatal Motor vehicle collision in Polk County (Photo)

**Update - Person of interest's correct age is 22 years old**

The victim has been identified as 43 year old James Rudolph Osredkar from Sheridan. OSP is requesting assistance in locating a person of interest who has been identified as 22 year old Michala Ann Brown. Her last known address was in McMinnville. She has relatives in Dayton and McMinnville.

On April 14, 2017 at approximately 6:30am, OSP was notified and responded to a fatal motorcycle crash on Hwy 22 near milepost 14. Shortly after arriving on scene of the motorcycle crash, OSP was notified of a vehicle fire on Ford Street in Rickreall.

OSP determined that the vehicle had been reported stolen out of Lincoln County several days earlier. Evidence at the scene of the motorcycle crash links the stolen vehicle to the fatality crash. OSP is withholding the involved individual's identification until the family has been notified.

OSP is seeking any witnesses that might have been in the area or have any information regarding this incident and are asked to call OSP Dispatch at 800-452-7888. The pictured black Toyota Prius is not the actual vehicle involved, but is for comparison uses only.

OSP Investigating Fatal Pedestrian Crash near Grants Pass

On April 15, 2017 at approximately 7:57pm, OSP troopers and emergency personnel responded to a pedestrian hit by a semi-truck on Interstate 5 near milepost 58. This location is on the edge of the city of Grants Pass at the milepost 58 interchange.

Preliminary investigation indicates a red 2013 Kenworth semi-tractor towing a box trailer, operated by Francisco DIAZ of Marysville, California, was traveling southbound on Interstate 5 in the right lane. A pedestrian, 54 year old Leta BAERTSCHIGER from Grants Pass, was walking in the right lane for unknown reasons. DIAZ was unable to avoid BAERTSCHIGER and struck her in the roadway.

BAERTSCHIGER was pronounced deceased on scene. DIAZ was uninjured and cooperated with investigators while a reconstruction was completed. Both southbound lanes were shut down for approximately one hour following the crash before one lane was reopened for traffic. Approximately one and a half hours after the crash the second lane was opened. A detour was set up during the investigation.

OSP was assisted at the scene by ODOT and the Grants Pass Fire Department. The Grants Pass Department of Public Safety also assisted with traffic control for the detour in town.

OSP Investigating Double Fatality Crash Hwy 18 near McMinnville (Photo)

On Saturday, April 15, 2017 at approximately 3:20pm, OSP responded to the report of a two vehicle head-on motor vehicle crash on Hwy 18 near milepost 49. This location is just east of McMinnville in Yamhill County.

Upon arrival OSP determined a silver 2016 Dodge Caravan operated by 59 year old William Eugene STOCKINGER and his passenger 65 year old Linda Louise STOCKINGER from Tualatin had been westbound on Hwy 18 when it crossed into the eastbound lane. A white 2016 Chevy Impala was operated by 54 year old, Marc Geoffrey SLOAN from Bellevue Washington had been eastbound and attempted to avoid, but was unable to avoid the nearly head-on collision.

The impact caused the Impala to rotate and flip over the guardrail and down an embankment. SLOAN was pronounced deceased at the scene. William STOCKINGER was transported by ground ambulance for serious injuries and is being treated at a Portland area hospital. Linda STOCKINGER, who had been unrestrained in the rear of the van, was transported by air ambulance to a Portland area hospital for critical injuries, where she succumbed to her injuries died. Both SLOAN and William STOCKINGER had been using their safety restraints.

OSP is continuing the investigation and no determination has been made regarding the cause of the crash. Additional information will be released as it becomes available. OSP was assisted by the McMinnville PD, Yamhill County SO, McMinnville Fire Department and ODOT. Hwy 18 was closed for approximately six hours during the investigation and reopened just after 9:00pm.

OSP Arrests Driver after Reckless Driving and Elude across Multiple Southern Oregon Counties (Photo)

On April 15, 2017, at about 7:00 AM an attempt to stop a 2016 Mazda passenger car traveling northbound at 130 mph in a 55mph speed zone near MP 30 on Interstate 5 in Jackson County was discontinued by OSP for public safety reasons.

At about 7:40 AM, the vehicle was later located near MP 60 northbound on Interstate 5 in Josephine County parked along the roadway. When the driver was contacted in the vehicle by OSP in a high risk stop and told he wasn't free to leave, the driver sped off at a high rate of speed. Again the pursuit was discontinued for public safety reasons.

At about 8:00 AM, the vehicle was observed traveling northbound on Interstate 5 in excess of 100 mph near MP 106 in Douglas County by a Myrtle Creek Police Officer and an Oregon State Trooper. A pursuit again was initiated and then discontinued while efforts were made to coordinate with several other police units to utilize spike strips.

During this time, the vehicle eventually got stuck behind traffic and stopped in the fast lane near MP 115. The driver was subsequently arrested by OSP without further incident for Felony Elude and Reckless Driving.

The male operator of the vehicle, Manoel Batista DOS SANTOS (29) of Los Angeles, was lodged at the Douglas County Jail for Reckless Driving and Felony Elude and was cited for a speeding violation and Felony Elude in Jackson County and Felony Elude in Josephine County. There were no passengers in the vehicle.

Where the criminal episode was terminated in Douglas County, OSP was assisted by the Myrtle Creek Police Department and the Douglas County Sheriff's Office.

Coquille Woman Loses Life in Early Morning Crash in Coos County (Photo)

On Sunday, April 16, 2017 at approximately 4:15am, OSP learned of a single-vehicle crash, down an embankment off Hwy 42 near milepost 6. An OSP Trooper was called in early and arrived at the scene at approximately 5:00am and determined the vehicle had been eastbound when it left the roadway on the eastbound side, traveled down an embankment and crashed into a tree. The driver was identified as 22 year old Shayla Marie COLEMAN and was found to have succumbed to her injuries upon arrival of emergency personnel.

There were no other occupants in the vehicle and no other vehicles were involved in this crash. Early investigation points to fatigue as being a possible cause. OSP was assisted by Millington and Green Acres Fire Departments, Coos County SO, Myrtle Point PD and ODOT.
